The Mississippi National Guard intends to issue an Invitation for Bid, Solicitation Number W9127Q-10-B-0001, 100% Set-Aside for Small Business on or about February 19, 2010, to award a firm fixed-price contract for construction, to a single contractor, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete: Improve Energy Conservation and Protecting the Thermal Integrity of Various Facilities at Camp Shelby, Mississippi. The North American Industry Classification System (NAICS) code for this work is 236210. The small business size standard is $33.5 million average annual revenue for the previous three years. The entire project, to include any options includes approximately 536 buildings. Work includes, but is not limited to, cleaning the exterior and interior of each facility, applying a Radiant Barrier Insulation Coating on the exterior and interior of masonry buildings, sealing floor vents with Concrete Masonry Units, install fixed storm windows and solar screens over single pane glass windows not being replaced, replace single pane windows with insulated glass windows in latrines to improve building envelope and reduce energy consumption, remove all asbestos containing materials from buildings, remove old horizontal heating units and duct work from barracks, install additional R-19 batt type insulation in the attic area to improve building roof thermal integrity, repair roof where heating units vents are removed, remove gas piping in the building and cap gas service below ground level, repair drywall ceilings where heating diffusers are removed and other damage exists, improve exposed attic ventilation and soffit ventilation and enclose soffits and eaves with cementitious board to reduce excessive attic temperature and build up of heat, replace building exterior lighting with more efficient type fixtures equipped with motion detection controls and automatic controls to prevent daytime operation, provide additional electrical outlets for each bed-bunk and upgrade interior lighting to provide additional lighting. Contract will designate buildings in the initial award and additional buildings included as options (see solicitation for breakout). The Government reserves the right to issue a separate contract for buildings not funded with RECOVERY monies, to maintain separation of funds for administrative and tracking purposes. Magnitude of the project is between $10,000,000.00 and $25,000,000.00 to include all options. Construction/contract completion time for the project to include all exercised options is anticipated to be 1,100 days after notice to proceed, to include inspection and punch list.
