- The U.S. Army Corps of Engineers (USACE), Middle East District, Winchester, Virginia will issue a solicitation and award a contract for the ANSF O&M services in Southern Afghanistan on behalf of the Afghanistan Engineer District-South (AED-S). The USACE has a requirement for operation and maintenance services for the Afghan National Security Forces (ANSF), which is made up of the Afghan National Army (ANA) and Afghan National Police (ANP) security forces, Southern Afghanistan Wide. The ANA and ANP are co-located or in close proximity of each other in the same areas. There are three primary southern regional locations: Kandahar, Lashkar Gah, and Qalat; and three primary western regional locations: Herat, Farah, and Shindanad. There are approximately 125 sites and facilities that will be identified in the solicitation requiring services. The O&M services will be managed by the AED-S office located in Kandahar, Afghanistan. A single firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract will be awarded. The period of performance will be for one base year and four one year option periods, for a total of five years. The contract term will not exceed five years. The services contemplated in this contract include but are not limited to the following: (1) Operational services to provide scheduled and unscheduled maintenance; maintain and repair buildings and structures at designated sites, facilities, and satellite locations as specified; provide minor pest control; provide equipment inventories, provide emergency services in area of responsibility such as restoration of power, water, sanitation, etc; (2) Management services to include management of work reception; provision and operation of automated information systems to accomplish work management, etc.; (3) Real property maintenance and repair work to include preservation and maintenance of all facilities; preventative maintenance, etc.; (4) Provide minor construction work for minor construction projects that are incidental to a service requirement; (5) Other services shall include providing O&M manuals; performing property accounting, controlling real property, etc. Site visits will be held and details of those visits will be released with the solicitation. No information regarding site visits is available at this time. The Request for Proposal (RFP) for W912ER-10-R-0002 is expected to be released on or about 3 February 2010. THE RFP WILL BE POSTED ON A WEB SITE. INTERESTED PARTIES ON THE BIDDERS MAILING LIST WILL BE SENT AN EMAIL ON THE RELEASE DATE WHICH WILL PROVIDE INSTRUCTIONS ON ACCESSING THE WEB SITE AND OBTAINING THE DOCUMENTS. To receive a copy of the RFP, you must send a request to melody.ciulo@usace.army.mil at the TAM office. Solicitation number W912ER-10-R-0002 must be in the Subject Line of the email, and the request must provide the following information: Name of firm, point of contact, phone number, fax number, mailing address, shipping address for express mail delivery, e-mail address, and DUNS number. IF ANY OF THIS INFORMATION IS NOT PROVIDED, YOUR REQUEST WILL BE RETURNED OR DENIED. A Pre-Proposal Conference will be held in Winchester, VA on 18 February 2010. No further information regarding the conference is available at this time. Details on the Conference will be released to interested parties as soon as they become available. ALL questions on the RFP must be submitted electronically to melody.ciulo@usace.army.mil NO LATER THAN 2 PM EST On 12 February 2010. The Government intends to address all questions at the Conference.
