- Completion of Water Right Application Maps. Water right surveying is required to complete water right application maps. The maps are for the Naval Air Station Fallon, for Navy controlled water rights, in Dixie Valley Nevada. The proposed contract listed here is 100 percent emerging small business (ESB) set-aside. The Government will only accept offers from ESB concerns. A Firm Fixed Price Contract is anticipated. The Federal Supply Code (FSC) is F-099. The North American Industry Classification System (NAICS) code is 541370, and the annual size standard is 4,500,000.00. The Contract Completion Date (CCD) will be 30 June 2010. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The proposed contract listed here is 100 percent set-aside for ESB. Interested ESB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. The solicitation utilizes source selection procedures which require offerors to provide proof of licensure as a water rights surveyor for the State of Nevada, be listed as such on the Nevada Division of Water Resources web site at http://water.nv.gov/, and provide a price proposal for evaluation by the Government. The Contract will be awarded to the lowest price, technically acceptable bidder. In order to meet the technically acceptable criteria; the contractor or an employee of the contractor must be a Nevada Licensed Water Right Surveyor, verifiable through the Nevada Division of Water Resources website. The solicitation, N62473-10-R-1006, will be issued as a Request For Proposal (RFP). The water right surveyor will fill out the state water right application form and is required to draft maps in support of 10 applications from the Navy to appropriate the public waters of the State of Nevada, Navy Well Numbers 84B, 81H, 56A, 16C, 34D, 89A, 86A, 17L, 31B, & 47B. The bearing and tie distance for the proposed point of diversion must match the application map. The maps must show the areas that still have water rights and the areas where water will be transferred and used. A "Proposed Point of Diversion and Proposed Place of Use" map must be drafted for each application. The amended applications and maps must be filed by the Navy in the Office of the State Engineer on or before June 30, 2010. The Water Right Applications and maps to appropriate the public waters of Nevada must comply with the Nevada Division of Water Resources requirements and Nevada Revised Statutes 533.324 through 533.355. SCHEDULE FOR COMPLETION: Award of contract late March-early April 2010. Survey and draft application to Navy for review 3 May 2010. Navy review time 5 days. Contract completion date-June 30, 2010
