- RECOVERY (ARRA) PROCUREMENT. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This project will be funded through the American Recovery and Reinvestment Act of 2009. The proposed procurement is being made under the CMc IDIQ contract for the State of Iowa (Excluding the cities of Council Bluffs and Sioux City, IA) (See Contractor Listing Below for subcontracting opportunities). ***ONLY the contractors under the CMc IDIQ contract for the State of Iowa are permitted to submit proposals for this contract. The Federal Service Code is Z111. The North American Industrial Classification Code is 236220 (Commercial and Institutional Building Construction), and the size standard is $33.5 million. The estimated range of this project exceeds $10,000,000. Under the American Recovery and Reinvestment Act (ARRA) of 2009, funding has been released for transforming Federal buildings into high performance green buildings. On February 17, 2009, the President signed Public Law 111-5, the American Recovery and Reinvestment Act of 2009 (ARRA). This project is part of the American Recovery and Reinvestment Act of 2009 and will adhere to the Federal Government's mission of creating jobs, placing people back to work stimulating the economy and transforming Federal buildings into high performance green buildings. With this project, actions will be taken to decrease energy consumption and decrease the carbon footprint of the Neal Smith Federal building through energy conservation efforts. The Federal Building located at 210 Walnut in Des Moines was completed in 1967. It is currently not on the Historic Register. The building was designed as a multi tenant federal building and continues to be used as such today housing 40+ federal agencies. A new façade and roof for the building was completed in FY05, including progressive collapse reinforcement. The building has 12 floors, including the basement and penthouse. On December 26, 2007, the President signed HR 1045 into law and renamed the Federal Building the Neal Smith Federal Building. The work to be delivered under the resulting task order includes, but is not limited to procuring commissioning services to identify appropriate and best scopes of work to change out existing electrical and mechanical systems; procuring design services to determine best design options; and executing the designed solution through a construction option to replace existing systems. The goals of this project are to obtain design options and solutions to the recommendations in the commissioning report, upgrade performance of electrical and HVAC systems, effectively install new electrical and HVAC systems side-by-side to the existing system with no interruption of service and minimal impact on tenants. As options, the following items will be included in the scope of work: A. Option No. 1 - CONSTRUCTION PHASE SERVICES: Option #1: a) ARRA Required Projects-Provide and install advanced metering on gas and water building service entrances; and upgrades to the existing Energy Management Control System (EMCS); b) Energy Conservation Measures-Provide and install energy saving lamps; office lighting and switching revisions; daylighting enhancements; public area time of day controls; cooling tower sewer abatement; boiler automatic blowdown; time of day controls for existing air handling units and exhaust fans; reset dual duct mixing box static pressure sensors; chiller control optimization; replace existing air handling units (one for one). B. Option #2: Remove building's existing perimeter induction units. Provide and install a new perimeter radiant heat system, including a new ventilation air system. C. Option #3: Remove building's existing electrical power transformers. Provide and install new higher efficiency transformers. D. Option #4: Provide and install new motorized and controlled window blind system and new highly reflective ceiling system. E. Option #5: Remodel the existing restrooms on Floors 2 through 10. Provide and install new efficient plumbing and electrical fixtures, including upgrades on finishes and ADA compliance. F. Option #6: Remodel the existing restrooms on the First Floor. Provide and install new efficient plumbing and electrical fixtures, including upgrades on finishes and ADA compliance. Location of the restrooms may change. G. Option #7: Remodel the existing kitchen. Provide and install new efficient food service equipment, HVAC upgrades, plumbing and electrical fixtures, including new finishes. H. Option #8: Remove the existing two-cell cooling tower. Provide and install a new four-cell cooling tow.
