Description
U.S. Department of Veterans Affairs, Cooperative Studies Program Clinical Research Pharmacy Coordinating Center, 2401 Central Ave. SE, Albuquerque, NM 87106, intends to negotiate a sole-source contract with OI Analytical, Inc. in accordance with FAR Parts 6.302, 6.303 and 6.304. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A service contract covering all preventive maintenance requirements and validation to be compliant with manufacturer's specifications, and cGMP and FDA guidelines for the OI Analytical Aurora 1030W TOC Analyzer and 1088 ASM Autosampler. These instruments are highly complex and used to process aqueous samples for analysis of the total organic carbon (TOC) content of the samples used in the manufacturing process of drugs used in clinical research trials. Using heated persulfate oxidation technology, samples containing 2 ppb to 30,000 ppm of organic carbon can be analyzed. Depending upon the protocol employed, up to 300 samples per 24-hour period can be analyzed, and in excess of 100,000 samples per year. OI Analytical is the manufacturer of the equipment, and the required chemical reagents and the replacement parts are proprietary. Parties may identify their interests to the Contracting Officer by e-mail, Helen.thomas@va.gov no later than 1/22/2010. PHONE CALLS WILL NOT BE ACCEPTED. A determination by the Government not to compete the action based on a response is solely within the Governments discretion. Information received will be reviewed for the purpose of determining whether or not to conduct a competitive proposal.
