Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is MCC-10-RFP-0035 and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-38. The associated NAICS code is 541519 Other Computer Related Services. The resulting contract will be firm-fixed-price. The purpose of this solicitation is to provide 500 individual digital signatures and 11 Secure Socket Layer (SSL) certifications to validate MCC hosted websites, including monitoring the distribution and maintenance of the digital and web certificates. - Digital Certificates offer each MCC staff member the capability to sign Adobe and Microsoft documents providing validation of authorship. The recipient of each signed document is then assured of the origins of the document. The certificates will also be accepted across the Federal spectrum. Each entity in compliance with the Federal Public Key Infrastructure (PKI) Architecture will have the same assurance from MCC issued documentation. - Each SSL Certificate will be issued to a unique MCC hosted Website. A visitor to an MCC website will receive a validated certificate ensuring the website is trusted and safe to visit. Federal PKI Architecture Compatibility Requirement - all offerors are required to be certified as an approved provider on the "Certified PKI Shared Service Providers List" located at http://www.idmanagement.gov/fpkipa/cpl.cfm Base Period - Date of contract award through Month 12 CLIN 0001 500 Digital Certificates compatible with the Federal PKI Architecture. 1. Each certificate will be downloaded individually for each MCC staff member. Upon issuance of each certificate, a web based tracking database will be updated to reflect the usage of the certificate. 2. Basis for Award - Best Value The Government will make an award to the responsible Offeror whose responsive proposal represents the best value to the Government, price and other factors considered, in accordance with the evaluation criteria listed above. The best value tradeoff process described in FAR 15.101-1 will be used. It permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced proposal or the highest technically rated proposal. The evaluation factors, listed in descending level of importance, are Technical, Past Performance, and Price. The non-price factors, when combined, are significantly more important than price. Each proposal will be reviewed for their relative technical strengths and weaknesses in order to make a best value determination.
