- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. The VA Medical Center 1400 Blackhorse Hill Road, Coatesville, PA 19320 has a requirement for construction services to complete Project No. 542-09-124, Replace Boiler Tubes (Boiler #2). The Government intends to negotiate the requirement as a Sole Source Service Disabled Veteran Owned Small Business (SDVOSB)award with Sea Knight Associates, LLC, 1602 Conchester HWY, Broomall, PA 19008; Ref: VA-244-09-RP-0417. The sole source determination is justified in accordance with VAAR section 819.7007 as published in VAAC 2008-01. A contracting officer may award contracts to SDVOSB concerns on a sole source basis as a business decision wholly within their discretion. The North American Industry Classification (NAICS) Code is 238220 and the Size Standard is $14.0 Million. The estimated completion period is 210 days after the notice to proceed. The estimated magnitude of this construction project is between $250,000.00 and $500,000.00. This notice is not a solicitation or request for offers. A determination not to compete is solely within the discretion of the Government.
