Field Advisor/Security Specialist (PSC), Peru ISSUANCE DATE: 01/21/10 CLOSING DATE: 02/28/10 SOLICITATION NUMBER: PSC-10-020-INL Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Margaret A. CLOSING DATE/TIME SPECIFIED: 02/28/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET 4. POSITION TITLE: Field Advisor/Security Specialist (PSC) 5. MARKET VALUE: FS-03/04 (GS-12/13 Equivalent) 6. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Lima, Peru Narcotics Affairs Section GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR. PURPOSE The purpose of this professional services contract position is to assist the Narcotics Affairs Section (NAS) at the American Embassy in Lima, Peru and forward operating locations (FOLs) in the implementation of approved counter narcotics projects. STATEMENT OF WORK Specific program management responsibilities 1.Coordinate and monitor all NAS and INL sponsored/directed activities in support of Peruvian counter narcotics operations. May serve as the Embassy Field Coordinator (EFC) in Pucallpa and other FOLs east of the Andes and for oversight and supervision of counter narcotics activities. 2.Advise the Security Supervisor, Senior Aviation Advisor (SAA) and NAS Director and staff on specific matters related to security of personnel and material assets at all operational sites. Coordinate with other embassy elements and host country agencies to assess the threat level at operational sites to determine and implement appropriate security/threat reduction measures. 3.Coordinate with the NAS Aviation security supervisor and the EFC to recommend appropriate courses of action to the SAA and the NAS Director on decisions regarding safety and security of U.S. government personnel and property. 4.In coordination with the NAS Aviation security supervisor the incumbent will prepare and update security instructions, operations plans and procedures, and site emergency plans. Will ensure official personnel in the area of responsibility are familiar with and briefed on all instructions, plans and procedures. Will ensure the Regional Security Office (RSO) is aware of the security/threat situation in areas of the country where NAS operates after consulting with NAS management. 5.Train American and Peruvian counterparts in the following tactics, techniques and procedures (but not limited to): paramedic, pathfinder, airmobile operations, Fast Rope Infiltration/Exfiltration System (FRIES), STABO, emergency extraction, water safety/survival, drown-proofing, rescue swimmer, small boat handling, helicopter gunnery, helicopter external load and survival-evasion-resistance-escape (SERE). Develop training programs to support other subjects based on NAS requirements. 6.Set up base camps used for eradication campaigns, including infrastructure for security, communications, field sanitation, hygiene, lodging, and food services. 7.Set up and maintain aviation fuel storage and dispensing points to support NAS aviation and approved host nation aviation operations. Maintain quality assurance and accountability for NAS aviation fuel. Supervise host nation fuel handlers. Order aviation fuel and coordinate to have aviation fuel delivered to operational sites. 8.Incumbent will manage and supervise host country civilian personnel employed by NAS Aviation supporting operations, logistics, and maintenance activities. 9.Set up and run weapons qualification courses and ranges for M-4 carbine, shotguns, 9mm pistols and.357 revolvers. 10.Maintain a status report and contact procedures for all Mission personnel in the EFC’s operational area of responsibility, including their location and contact information if they are remaining overnight. 11.Ensure the RSO is informed of any information that has developed in the region which may impact on the safety or security of U.S. government personnel or assets. This responsibility will include assistance and direct input into the quarterly RSO threat assessments and surveys as may be required by the RSO. 12.Ensure that USG provided commodities are effectively used and prevent fraud, waste or mismanagement in the program through continuous over site and end-use monitoring. 13.Assist in the provision of NAS/INL approved support in the operational areas. 14.Coordinate with American Embassy and other U.S. and host country agencies to identify logistical support requirements. Provide required support as directed by the SAA or guidance from the NAS Director and staff. Level of Effort The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. Minimum requirements 1.U.S. Citizen, subject to State Department security secret clearance. Provide a copy of current secret or above security clearance. 2.High school graduate or equivalent, with a minimum of eight years experience in military special operations. 3.Three years of Latin American experience, which includes security of aircraft, security of American personnel, including training of personnel in firearms use, and protection of installations. Applicant will have experience in coordinating with host country military officials, police and civilians, and have personnel management experience. Will be familiar with U.S. and Latin American counter narcotics operations. 4.Experience and knowledge in training subjects related to emergency field medical treatment, pathfinder techniques, air mobile operations, FRIES, STABO, emergency extraction techniques, helicopter gunnery, helicopter external load, M-4, 12 gauge shotgun, 9mm and.357 weapons qualification, water survival, small boat handling, field sanitation and hygiene and SERE. 5.Ability to write and communicate effectively (English and Spanish).6. Ability to type and perform basic computer skills using information technology and management systems. Computer skills include word processing, spreadsheet, and e-mail applications. 7.Ability to set up and operate High Frequency (HF) communications systems. 8. Spanish language ability at the Foreign Service Institute level R2+/S2+ is required. Will be tested. 9.Physically able to live in Peru and travel to and work in remote and primitive locations. 10.Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. 11.Will regularly live in an austere jungle environment. Must be able to tolerate discomfort from insect bites and endure hot, humid, tropical conditions. 12.Requires minimum 50% travel out of Lima. Primary duty will be performed from forward operating locations. 13.Eyesight must be correctable to 20/20 and be able to distinguish colors and three-dimensional depth. EVALUATION FACTORS •Factor 1. (20%) Ability to direct and plan aviation and field operations and provide oversight and supervision of counter narcotics activities. Ability to coordinate activities with other entities and agencies (U.S. and Government of Peru (GOP)) and assess potential threat levels at operational sites and determine and implement appropriate security measures. •Factor 2. (20%) Experience and knowledge in training (in English and Spanish languages) in the following subjects, but not limited to paramedic, field sanitation and hygiene, pathfinder techniques, air mobile operations, FRIES, STABO, emergency extraction techniques, helicopter gunnery, external load operations. Set up and run training ranges for M-4 carbines, 9mm pistols,.357 revolvers and shotguns. Conduct water survival, safety swimmer, and small boat handling courses. Set up and operate HF communications systems. •Factor 3. (20%) Education level and years of special forces experience, computer skills in Excel and Word. •Factor 4. (20%) Ability to monitor actions related to the development, operation and maintenance of facilities or sites designated by NAS and INL, including temporary eradication sites. Ability to monitor and insure that commodities are effectively utilized and that there is no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring. •Factor 5. (20%) Offeror’s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
