Description
The U.S. Army Intelligence and Security Command (INSCOM), 8825 Beulah St, Fort Belvoir, VA INTENDS TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2)(iii)(B)) with Acquisition Solutions, Inc (ASI). The contractor shall provide acquisition subject matter experts able to perform/advise on performance based acquisitions (PBA), contracting, workforce effectiveness, knowledge management, acquisition training, and all contractual requirements (mostly pre-award). In addition, the contractor will assist in developing and providing acquisition planning, solicitation preparation, approval and issuance, receipt and evaluation of offers, awards decision and documentation, contract administration and management. Note: This firm is the current contractor performing this effort, and the intent of the sole source award is to allow continuous support without a lapse in service until a new contract is awarded in approximately three months. ASI currently has the operational knowledge needed to meet current mission requirements. Under the authority of FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy the agency requirements. The period of performance for this award will be for three (3) months of service, beginning on 26 January 2010 and ending on 25 April 2010. A three month bridge contract is needed to allow adequate time to recompete the current contract effort, and provide continuous support. A request for proposal (RFP) for the same services required after the completion of the 3 month bridge contract will be released in the near future. The North American Industry Classification System (NAICS) for this requirement is 541611, and the size standard is $7M. This notice of intent is not a request for competitive proposals, request for quotes, or a solicitation of offers. The government does not intend to issue a solicitation from this notice for the current three month requirement. Interested sources may identify their interest by providing a response to this three-month requirement no later than 10:00am, 25 January 2010. All submissions or inquiries received after the deadline of this notification will not be considered by the Government.
