- Description
- NASA/MSFC has a requirement for a service to provide activation procedures andinstrumentation for the implementation of the redesigned Hot Gas Facility CombustionBurner.NASA/MSFC intends to purchase the service from Bern Engineering in New Bern, NC for thefollowing reasons:1.Bern Engineering designed the new HGF combustor and incorporated the Lifted FlameTechnology. Bern Engineering personnel are key individuals with unique experience and therequired engineering background to develop the operational manuals required to safelyactivate and operate the redesigned combustor.2.Bern Engineering were partners with ITT Advanced Engineering and Sciences duringthe initial redesign phase which produced the hardware build drawing package andtherefore possess specific and unique knowledge related to the requirements for theoperating manuals. No other company posses this experience.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 01/26/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
