Description
In accordance with AMS 3.2.1.3.12, industry is hereby informed that the Federal Aviation Administration (FAA) has a requirement estimated at $31,000,000.00 over 5 years, including a base period and four one (1) year options with an estimated annual value of approximately $6M. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms capable of providing maintenance Micro-EARTS. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 541990, "All Other Professional, Scientific and Technical Services", with a size standard of $7.0M. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. 1. Capability Statement - This document should identify: Type of services provided by your firm, Size and type of services provided under previous contracts (elaborate and provide detailed past performance and other related information), and Number of years in business. 2. Geographical areas where your company can provide services. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. BACKGROUND: The Lockheed Martin Corporation (LMCO), under contract with the FAA developed and deployed the Microprocessor Enroute Automated Radar Tracking System (Micro-EARTS). This system receives and integrates air traffic data from multiple sensors and displays the information for use in control of air traffic. Micro-EARTS is currently installed in five FAA facilities, including the FAA Academy, three Department of Defense facilities and at the William J. Hughes Technical Center (WJHTC). Life-cycle support services are currently being provided by the LMCO under a five year contract that was awarded in March 2005 with a period of performance through December 2009 and was extended for six (6) months to June 2010 to allow for a new procurement. This procurement will be for continued services needed to maintain and enhance the Micro-EARTS for the next five years. As LMCO is the current contractor providing these services; they will not be required to submit documentation evidencing their capabilities. PURPOSE: The FAA has a requirement for Engineering Support Services support for Micro-EARTS. The Engineering Support Services will provide support to the Micro-EARTS Support Branch at the W.J. Hughes Technical Center and to MEARTS operational sites. SCOPE OF WORK: A DRAFT Statement of Work (SOW) is attached as Attachment 2. The potential contractor must have expert knowledge of the air traffic control environment and must have the capability to develop, maintain, archive, and control access to Micro-EARTS source code through an established configuration controlled process. The contractor must maintain a logistic and depot capability that supports all Micro-EARTS sites. Minimum technical hardware, software, and management capability qualifications include: 1.Ability to acquire Data Rights to program source code currently held by Lockheed Martin.2.Recent experience developing and maintaining a NAS certified operational Radar Data Processor capable of integrating primary and secondary radar, Automatic Dependent Surveillance Broadcast, Automatic Dependent Surveillance Addressed, and NEXRAD weather radar sensor inputs;3.Expert knowledge of all Micro-EARTS external interfaces, i.e. flight data processors, Minimally Attended Radars (MAR-1 and MAR-4), ARSR-3, ARSR-4, ASR-9, ASR-11, common digitizers, the Capstone Communication and Control system, ASTERIX Cat-33, NADIN, ETMS, and WARP;4.An established software maintenance infrastructure allowing simultaneous access to system source code at operational sites by both contractor and government organizations while protecting the confidentiality, configuration, and integrity of baselined and in-process modification copies;5.An established configuration management process that complies with FAA Order 1800.66;6.Recent experience providing second level engineering support for critical operational systems and the capability to dispatch properly trained and qualified support personnel, as necessary, to any facility on 24 hour notice to restore service;7.Recent experience operating a contractor depot logistics system;8.ISO-9001 certification. The contractor must furnish labor, facility, materials, special tools, parts, and test equipment to perform software and hardware maintenance and Contractor Maintenance and Logistic Support at all Micro-EARTS sites and support facilities. SUBMISSION FORMAT: Interested vendors must respond with a technical statement of experience and proven capabilities of working technically equivalent systems in a similar environment, and proven record of providing timely and efficient support services. This submission must not exceed 30 pages. Vendors must address all items 1-8 above. Vendors must also provide a transition plan detailing steps needed to transfer the sustainment work without impacting the schedule of fixes to software troubles or impacting the maintenance of the system hardware at the sites. All experience cited must include a description of work performed, the contract number, if any, the government or commercial entity for whom work was performed, and the contact information of the Government Contracting Officer and the Government Technical Representative (or equivalent points of contact, for non-government experience). The offeror must demonstrate experience/capability for each Task Area specified above on tasks of comparable size, complexity, and public sensitivity in the field of large-scale systems and demonstrate evidence of extensive relevant experience and successful performance. Responses that contain only company brochures, catalogs, or other generic information will not be considered as a viable company in meeting the requirements above. The responses to this Market Survey will be used for informational purposes only. This is not a Screening Information Request. The FAA is not seeking or accepting unsolicited proposals. Submit your responses to this Request for Information to the FAA POC no later than 3 PM (EST) on February 9, 2010. Interested parties may submit questions that arise from this Market Survey.
