- The USDA Office of the Assistant Secretary for Administration, Management Services Procurement Operations Division (DMPOD) on behalf of the National Finance Center (NFC) intends to award a sole source contract, under the authority of 41 U.S.C. 5(1)(3) and FAR 6.302-1(a)(2) based on the fact that only one responsible source and no other supplies or services will satisfy agency requirements. The intended source for the award (and incumbent) for this action is Resource Consulting Services LLC, located at 2908 Lake Drive, Davidsonville, MD 21035., (hereafter "RCS") will provide continued support for EmpowHR application History Correction Override Project (HCOP). RCS shall provide the Government with expert, detailed assistance with analyzing and documenting the use of various Pay/Payroll Systems (PPS) processes, override codes, mass processing and Table Management System (TMGT) updates, design and execution within NFC's Legacy System. The Period of Performance (PoP) for this Firm Fixed Price (FFP) or Time and Materials (T&M) type contract will be one Base year and two Option periods. The place of performance will be the National Finance Center, New Orleans, LA, the Governments' site. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document or RFP for competitive proposals to follow and no phone calls will be accepted. The point of contact for this posting is V. Interested parties may express their interest and provide a Capability Statement to Ms. McPherson via e-mail no later than 25 Jan 2010; 12:00 pm EST. A determination to compete or not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
