Description
This project will include the design and construction of a new medical clinic at Biggs Field in Fort Bliss, Texas. The project includes construction of an approxi-mately 130,000 SF medical clinic facility for comprehensive troop and family outpatient care including family practices, pediatrics, well woman, radiology, pharmacy, laboratory, mental health, preventive medicine, physical therapy, urgent care clinic and other services with intrusion detection system installation and building information systems. Supporting facilities include an X-Ray room with a lead lining that needs to pass rigorous testing, a complex communications system infrastructure, HVAC system with tight parameters (i.e. air chambers/hour as well as positive/negative pressures, exhaust requirements etc), a sophisticated electrical system to support the medical equipment required, utilities, streets, external lighting, and parking. Antiterrorism measures, mass notification, interior design services, air conditioning, and access for individuals with disabilities will also be provided. This construction contract will be procured through a design/build (D/B) two step request for proposal (RFP) process as a Small Business Set-A-Side. Contract will be a Firm Fixed Price (FFP) Construction type contract, for the U.S. Army Corps of Engineers, administered by the Fort Worth District. The magnitude of this construction project (per Defense Federal Acquisition Regulation, 236.204 (ii) Disclosure of the magnitude of construction projects) is estimated between $10 and $25 Million. Any work executed under the Construction Contract is limited to the geographic boundaries of the Southwestern Division, U.S. Army Corps of Engineers, Fort Bliss military installation. The RFP solicitation is anticipated to be issued on or about 11 February 2010, and phase one offers will be due on or about 12 March 2010. We anticipate issuing the phase two RFP on 30 April. A firm fixed price contract is anticipated to be awarded using Best Valueevaluation criteria. Anticipated contract award date on or about 30 June 2010. IAW 52.219.14 Limitation in Subcontracting, the successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 236220- Commercial and Institutional Building Construction. SIC is 1542. The Government will not pay for proposal preparation costs. The price proposal shall include but not be limited to the cost of the following: All waste and excess material, Mobilization and close out for the total contract, Clean up and supporting functions of Safety, Security, Traffic and work-site signs and barriers, Project management and supervision, Quality Control (QC), Office management and equipment, Depreciation, Subcontractor cost, As-Built drawing, submittal, permits, license, insurance, and other risks of doing business. This solicitation will be issued via Internet only on FebBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is the contractors responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. Plans and specifications will not be made available in paper format or on compact disc. It is the Offeror's responsibility to monitor the FedBizOpps web site for amendments to the solicitation. You must be registered with the Central Contractor Registration Database, (CCR), to receive a Government contract award. You may register with the CCR at www.ccr.gov.
