Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to air tour operations over units of the national park system through Air Tour Management Plans (ATMPs). The Volpe Center has joined the Federal Aviation Administration (FAA) Air Tour Management Plans (ATMP) initiative. The objective of the ATMP is to develop acceptable and effective measures to mitigate or prevent significant adverse impacts, if any, of commercial air tour operations upon natural and cultural resources of and visitor experiences in national park units as well as tribal lands (those included in or abutting a national park). The Volpe Center, in support of the FAA, seeks a contractor to create methods by which to understand visitors' response to aircraft noise; to support the process of formulating indicators and standards of quality related to soundscape management objectives and to determine the thresholds of acceptability of aircraft noise in context of national parks. A detailed statement of work will be set forth in the Request for Quotation (RFQ). The complete RFQ will be issued on or about February 4, 2010. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures on an unrestricted basis. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
