USCGC FORWARD (WMEC 911) AMENDMENT A00001 USCGC FORWARD (WMEC 911) AMENDMENT A00001, RESPONSE TO QUESTIONS AND QUOTES DUE DATE CHANGED TO 04 FEBRUARY 2010 The United States Coast Guard Surface Forces Logistics Center intends to issue a Commercial Request for Quote (RFQ) for DryDock Repairs to the USCGC FORWARD (WMEC-911), a 270 Foot "B" Class Medium Endurance Cutter (WMEC-911). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on or about 08 JANUARY 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET ASIDE. The acquisition is for DryDock repairs to the USCGC FORWARD (WMEC-911) homeport in Portsmouth, VA. The performance period will be fifty-eight (58) calendar days with a start date on or about 01 April 2010. The place of performance will be at the contractor's facility. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC FORWARD (WMEC-911). This work will include, but is not limited to: Perform Ultrasonic Thickness Measurements - Underwater Hull Plating; Remove, Inspect, and Reinstall Propeller Shafts; Renew Shaft Covering; Straighten Shaft; Renew Water-Lubricated Shaft Bearings; Renew Propeller Shaft Sleeve(s); Overhaul Stern Tube Seal Assemblies; Remove and Reinstall Controllable Pitch Propeller Hubs; Service Both Onboard Controllable Pitch Propeller Systems; Renew Speed Doppler; Renew Depth Indicating Transducers; Overhaul and Renew MSW/ASW Valves; Inspect and Test Air Receivers; Inspect and Test Air System Valves; Overhaul Steering Systems; Service Rudder Assemblies; Service Fin Stabilizer Systems; Preserve, Repair and Disinfect Potable Water Tanks - 100%; Preserve and Disinfect Feed Water Tank - 100%; Preserve Ballast Tanks - 100%; Preserve Underwater Body - 100%; Preserve Superstructure Bulkhead Surfaces; Preserve Stern Tube(s); Routine Drydocking; Provide Temporary Logistics; Provide Support for Performance of Sea Trials; Preserve Bilge Pockets; Preserve Designated Tank Top Surfaces; Preserve Designated Bilge and Tank Top Surfaces; Preserve Compartment Bilge Surfaces - 100%; Overhaul and Test Fuel Manifold Assemblies; Repair Deck In Bos'n Workshop; Repair Hull Plating, Deck Plating and LO Fill Box; Repair Deck in Repair Locker #2; Repair Hangar; Renew Bulkhead Insulation; Composite Labor Rate; GFP Report; Laydays All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. SFLC must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
