- The notice is modified to add the following: Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole-source contract to Concept Analysis Integration LLC (CAI), 2600 Virginia Ave. Suite 707, Washington, DC 20037. This action is being pursued on a sole source basis under the authority of 10, U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulations (FAR) 6.302-1, only one source and no other supplies or services will satisfy agency requirements. The period of performance will be six months starting February 1, 2010, with an option of additional six months period of performance. The contractor will provide support to meet the requirements of OPNAV N1's Program Review process for Manpower development and Program Objective Memorandum (POM) / Intelligent Workbook (IW) preparation. This complex process requires unique knowledge of manpower requirements programming applied to the Enterprise/Provider resourcing construct. CAI is the company that developed the decision support system (IW) for the Chief of Naval Personnel (N1) to implement the Enterprise/Provider Construct in the management of the Navy's Total Force resources. This notice is not a request for offers and no solicitation is available. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to maureen.hoesly@navy.mil. Telephone calls will not be accepted. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
