The Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) is issuing this RFI to receive comments and related documentation in regard to the attached Statement of Work (SOW) titled: Southwest Border Communications Interoperability Analysis and Design. AQD is acting on behalf of the Department of Interior, Office of the Secretary, Office of the Chief Information Officer, Enterprise Infrastructure Division, National Radio and Spectrum Program Management Office (DOI/OS/OCIO/EID/NRSPMO). This is a Request for Information and is for planning purposes only. 2. DOI NRSPMO is responsible for oversight of the Department's Land Mobile Radio (LMR) and frequency management activities. The Department's LMR systems are used primarily by six bureaus for daily operations of law enforcement, wild land fire, and natural resource management. It is estimated the Department has over 60,000 LMR assets, 16,000 frequency assignments, and 2,400 radio infrastructure facilities. The DOI NRSPMO primary goals are to create radio interoperability, consolidate radio systems, and ensure that radio communication is available for emergency use throughout the DOI. NRSPMO works closely with the Enterprise Radio Advisory Counsel (ERAC) for direction and guidance. 3. The DOI senior managers in conjunction with the Office of Inspector General, have identified the United State (U.S.) Southwest Border (which includes California, Arizona, New Mexico and Texas) as being radio communication mission critical, because of the intense criminal and illegal immigration activity. The Department ERAC has tasked and funded the NRSPMO to conduct an analysis and develop a comprehensive multi year plan that would alleviate communication problems and implement interoperability throughout U.S. Southwest Border. 4.AQD will conduct this RFI as the first step in a multi-step process (FAR Part 15.202).
