Description
RECOVERY - THIS IS NOT A REQUEST FOR QUOTATIONS; INFORMATION RECEIVED SHALL BE USED FOR MARKET RESEARCH PURPOSES ONLY. THIS CONTEMPLATED PROCUREMENT IS ANTICIPATED TO UTILIZE THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 FUNDING. All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. The National Institute of Standards & Technology (NIST)seeks Cold Storage Equipment. NIST is in need of cold storage equipment to furnish a new facility on the NIST campus in Gaithersburg, Maryland. The equipment shall consist of 12 chest-type freezers that shall maintain temperatures of -75˚C, 10 upright freezers that shall maintain temperatures of -75˚c, and 4 large walk-in cold storage rooms that shall each have the dimensions of 12'x12'x9.5' high inside. Two walk-in units shall be able to maintain 4˚c, and two walk-in units shall be able to maintain -20˚c. Responses from responsible sources shall clearly establish capability to provide Cold Storage Equipment. After results of this market research are obtained and analyzed and specifications are developed that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that result would be conducted as a small business set-aside. NIST has a requirement for Cold Storage Equipment that meets or exceeds the following minimum requirements: Chest-Type (-75˚c) Freezers-These units shall be commercially available and may only require slight modification to the interior of the units to allow for special dividers to be installed to segregate the space of each unit. 1. The internal storage capacity of each chest freezer shall be a minimum of 20 square feet. 2. The internal space of the chest freezers shall be divided into 3 equally sized compartments with either a stainless steel or plexiglass divider that separates the units horizontally. 3. The units must use CFC-free refrigerants for cooling purposes. 4. The units must contain a built-in voltage boost in the event of low voltage through the power grid. 5. The units must have a digital temperature display, and have a touch pad for setting data points. 6. The units shall have a surge protector built-in. 7. The units must have an audible and visual alarm system to notify of any deviation from the temperature set points. 8. The units must have an access port to allow for external temperature monitoring. 9. The units must use 208/230V 60Hz single phase power and have the power cord supplied. 10. The units must be on rolling casters to allow for easy movement. 11. The units shall be delivered to NIST fully assembled and not require any installation by NIST personnel. 12. The units shall have warranties on all parts including compressors for a minimum of 2 years from the acceptance date at NIST. Walk-In Cold Storage Rooms NIST is seeking cold storage rooms with the dimensions of 12 feet x 12 feet, and each unit shall have an internal height of 9.5 feet. Each unit shall be self-contained with two separate cooling systems for each unit. (2) Walk-in rooms shall maintain a temperature of 4˚c. (2) Walk-in rooms shall maintain a temperature of (-20˚c). The units shall have shelving units that fill the rooms included in the purchase. Shall include delivery and installation of the cold storage rooms. Installation shall also include the installation of all shelving units. The requirements for the cold storage rooms are listed below. 1. Each of the cold storage rooms shall have two separate cooling systems that can operate independently of each other in the event of a failure. 2. Each room shall use capsule-pack cooling systems that shall be located on the top of each room. These systems shall be self-evaporating so no drainage shall be necessary. 3. Each room shall have an external door that is 36 inches wide with a magnetic gasket. 4. The doors of the room shall be equipped with heater wires to avoid frost build up at the door. 5. Each unit must have an external ramp that allows carts and shelving to be rolled into the rooms with ease. These ramps can be removed when not in use. 6. Each room shall be equipped with appropriate vapor-proof lighting. 7. Each room shall have doors that are equipped with the safety handle that eliminates the possibility of being locked in. 8. The rooms shall be constructed of panels that can be easily delivered and assembled at NIST. The external finish of the rooms shall be.040 embossed aluminum. The internal finish shall be the same. The floor finish for each room shall be a smooth aluminum floor. 9. Each room shall be equipped with a programmable microprocessor control panel with LED display. The rooms must have audible and visual alarms for temperature deviations from the determined set points. 10. The rooms shall have a key-locked door. 11. The rooms shall have communication ports. 12. Each room shall be equipped with shelving units that fill the room and the shelving units shall be installed by the vendor. 13. Each room shall need to have a minimum warranty period of 18 months from the acceptance date at NIST. 14. Requires delivery and installation. 15. Provide electrical connections to NIST facility. Requested Information to be Included in Responses to this Notice: 1. Please indicate whether your company manufactures or is an authorized reseller/business partner for above Cold Storage Equipment of any kind and, if so, please provide complete commercial specifications your company manufactures or sells, including the name of the company that manufactures, reconditions, or remanufactures the Cold Storage Equipment, where it is manufactured, and detailed functional and performance specifications that the product meets. 2. If your organization is an original equipment manufacturer of Cold Storage Equipment, then please provide the name of company(ies) that are authorized by your organization, as the OEM, to sell your organization's Cold Storage Equipment, as well as their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Describe optional items that are available for purchase for Cold Storage Equipment, such as consumables, tools, additional components, ancillary equipment, telephone support, etc. 4. Indicate whether modifications of the Cold Storage Equipment manufactured or sold by your organization would be necessary to meet Government specifications listed in this notice and, if so, indicate whether those modifications would be considered minor modifications as described in the FAR Subpart 2.101 definition of commercial item. 5. Provide any other relevant information that is not listed above which the Government shall consider in developing its minimum specifications and finalizing its market research. The responses shall include all requests for information listed above.
