Description
The Office of Inspector General /Audit through the Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management intends to negotiate with First DataBank, Inc. on a sole source basis under the authority of FAR 6.302. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The Office of Inspector General /Audit intends to renew and use two (2) annual Licensed Products (1) National Drug Data File (NDDF) which incliudes the following: Counseling Messages Module, Drug Allergy Module, Drug-Drug Insteration module, Duplacate Therapy Modulew, Minimum/Maximum Doce Module, Patient Education Module, (English), Priotitized Rx Label Warning Module, and Midicare (Formulary Data/HCPCS Billing Info) Module; and (2) Annual License for Medicare Data. First DataBank, Inc. is considered the only source because due to the proprietary nature of the modules. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the services/goods should submit a Capability Statement demonstrating the ability to provide the services required will be reviewed. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. This notice is not a request for competitive proposals. No solicitation document is available; therefore, requests for such documents will be considered invalid responses. A determination by the Government not to compete this order is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Office will proceed with award of the order to First DataBank, Inc. NAICS Code: 511210.
