The RFI is issued to assist the Postal Service to identify lighting products that are currently available and manufacturers or suppliers pursuing the development of or previously deployed required products to comply with commercial and government standards. The RFI solicitation is designed to provide the Postal Service with information offering superior product technology, assured availability of future product technological enhancements, supplier/distributor entities demonstrating best business practices, accompanied by a nationwide distribution system. The Postal Service will evaluate and determine the effectiveness of the products, practices, systems and suppliers submittals’ respective to the Postal Service’s specified criteria and work requirements contained herein. Offerors shall submit all questions or inquires regarding the RFI in writing to US Postal Service Portfolio Facilities, Attn: Mr. Vernon J. Cooney, Suite # 300, 4301 Wilson Blvd., Arlington, VA 22203-1840, e mail vernon.j.cooney@usps.gov Telephone number 703-526-2767. The Postal Service will review each inquiry for merit and respond accordingly in writing to all interested parties no later than February 19, 2010. The Postal Service will post amendments to the RFI on the Federal Business Opportunities web site fedbizopps.gov. Please note; the Postal Service will not respond to questions or inquires after February 15, 2010. 1.2NONDISCLOSURE: The supplier acknowledges that confidential information may be generated or provided during the Request for Information (RFI) process. In addition to the restrictions on disclosure established under the supplier's code of ethics, the supplier specifically agrees not to disclose any information received or generated under the RFI unless its release is approved in writing by the Postal Service’s contracting officer. The supplier further agrees to assert any privilege allowed by law and to defend vigorously Postal Service rights to confidentiality. 2.INTRODUCTION, PURPOSE, BACKGROUND AND RFI 2.1INTRODUCTION: The Request for Information (RFI) solicitation is intended to provide sufficient information to manufacturers, suppliers and or distributors to document their interest to participate in the RFI. Consequently, the Postal Service will determine the prequalification status of respondents whom may be provided with an exclusive prequalified status to participate in a possible future Request for Proposal (RFP) solicitation for the Lighting Supplier based on the respondents’ submittal. The RFI provides an opportunity to submit information pertaining to the products, services and company most capable of satisfying the Postal Service requirements. The Postal Service will not return respondents submittals. The RFI is not intended to imply a contract or to procure the referenced products. The purpose of the RFI is to evaluate the market segment, supplier/respondents’ capability and prequalify suppliers for a pending future RFP. The RFI does not require suppliers to prepare detailed proposals, however; suppliers are strongly encouraged to provide information regarding their capabilities and outline their strategy or approach to achieve the objectives set forth in the RFI. Interested parties or suppliers are directed to provide sufficient detail to demonstrate their present capabilities, provide the location (Street Address and on site contact information) of their manufacturing and/or distribution facilities. Of particular interest is the Supplier’s ability to respond quickly to numerous, concurrent, lighting product orders from multiple sources acting on behalf of the USPS on a national scale. Respondents are encouraged to convey in what ways their capability satisfies the stated requirements and what impact the capability may be leveraged to address the objectives of the requirement. 3.STATEMENT OF PURPOSE: 3.1The purpose of the RFI is to determine supplier capabilities and interest in designing, manufacturing (if applicable) and delivering required lighting products for the Postal Service nationwide. 4.REQUEST FOR INFORMATION (RFI) RESPONSE 4.1SCHEDULE: ActivityDate Issue Request for InformationFebruary 1, 2010 Deadline for Supplier QuestionsFebruary 15, 2010 Response to Supplier QuestionsFebruary 19, 2010 RFI Submissions – Due DateMarch 1, 2010 Request for Proposal - Issue DateTBD Agreement - Award Date TBD The Postal Service reserves the right to modify the above schedule and will provide interested parties with a written notice accordingly. 5.RESPONSE REQUIRED: 5.1Responses to the RFI is limited to twenty-five (25) single sided, single spaced pages excluding required attachments using an Arial font of 10 point or higher. Suppliers/respondents are required to include a recent financial statement and deliver via US Postal Service or hand carry one (1) signed original submittal with three (3) additional hard copies on or before 3:00 PM, March 1, 2010 to: United States Postal Service Facilities Portfolio, Suite 300 Attn: Vernon J. Cooney 4301 Wilson Blvd., Arlington VA 22203-1840 Requested information shall be included in the RFI proposal and referenced attachments. Information submitted separately or after the specified due date will not be accepted. Excessive bindings, displays and promotional materials are discouraged. The RFI response shall include a “Letter of Transmittal” introducing your company and interest in providing the service. The transmittal should include an executive summary citing significant features and benefits including value added items that distinguish your submittal/solution from others. Include a description of your products, services, capacity to perform or distribute products nationwide, location of manufacturing facility, number and location of offices, years in business (5 years of continuous business entity performance - minimum) and in what way will the information satisfy the stated objectives of the RFI. Suppliers are requested to provide a Rough Order of Magnitude for all cost including but not limited to product, distribution, shipping and disposal of replacement/products if applicable. 6.SCOPE OF WORK – INTRODUCTION: The Postal Service is considering a nationwide update to select one or more national suppliers through future competition for interior and exterior lighting requirements through a nationwide distribution system. 6.1 SCOPE: The Postal Service requires the services of one or more suppliers to provide lighting products for new construction and lighting retrofit projects in the continental United States, Hawaii, Puerto Rico, Guam and Alaska. The Postal Service anticipates spending approximately $250 million for lighting upgrades and retrofit projects for various facilities in our building portfolio of over 33,000 sites within the next 5 years. The USPS, Supply Management Facilities Portfolio tentatively plans to implement a system-wide lighting solution to satisfy the Postal Service’s Corporate Energy Objectives. This initiative includes compliance with USPS policies for “Preference for Domestic Supplies and or Construction Materials” and other applicable policies. The objective for the Lighting Supplier is to provide various interior and exterior facility lighting components, including lighting fixtures, lamps, relays, ballasts and relevant warranties that are compatible with Postal Service requirements as outlined in the attached lighting requirements and in accordance with the USPS Standard Design Criteria, Handbook AS-503 (See Attachment “A” dated Sept. 17, 2009, Chapter 5 – Electrical, pages 15-25, entitled 5-3 Lighting.) Postal Service requires interested parties comply with the following: •Describe in what ways your company plans to work with Postal Service to provide the components for interior and exterior lighting that meet or exceed defined requirements of the Postal Service Building Design Standards, detailed in Specifications 16510 “Interior Lighting” and 16520 “Exterior Lighting” (See respective attachments “B” and “C”.) •Demonstrate or discuss in what ways your company may work with the Postal Service to provide innovative facility lighting strategies that yield a maximum cost effective solution to meet or exceed Postal Service corporate energy objectives. •Provide a sample work plan for completing the delivery of lighting products to satisfy the applicable sections of the Postal Service Building Design Standards, AS-503 and other applicable requirements. •Discuss the limits of your supply chain in responding to the delivery of lighting components as order quantities increase with respect to time. •Suppliers are encouraged to provide information for the proper disposal of similar and like future discarded components if applicable to their customary work or routine business practice. 7.POSTAL SERVICE EVALUATION CRITERIA – SUPPLIERS’ RESPONSE/SUBMITTAL DOCUMENT: 7.1 Technical Solution (Maximum Score: 40) a.Extent that the solution, including the products and delivery process, satisfies the requirements contained in the SOW. b.Extent that the solution incorporates green and use of sustainable materials. c.Extent that the solution provides cost effective, innovative lighting solutions that meet Postal Service requirements. d.Knowledge of the lighting industry best practices and ability to competitively purchase from raw product manufacturers. e.Program management approach including design, documentation, implementation, and delivery of lighting solutions. f.Demonstrated ability to support customer base during warranty period. g.Quality assurance plan. 7.2Production, Distribution, Program Management, and Customer Support (Maximum Score: 35) 7.3Staffing and Resources (Maximum Score: 20) a. Staffing, including key personnel (Program Manager and top QA/QC person) and field resources. Include resumes and longevity in positions. b.National footprint, and logistical abilities, including length of time as a business entity and rate of growth. 7.4 References (Maximum Score: 5) a. Documented references of similar projects (photos, articles, testimonials). b. Verifiable references with point of contact information.
