- This is a Sources Sought Announcement only. The VA Sierra Nevada Health Care System has a need to hire an Architect firm for the design effort shall primarily consist of preparing complete construction documents to accomplish a seismic upgrade of Building 1A in accordance with VA seismic criteria as listed in VA Document H-18-8, Seismic Design Handbook. Secondary design efforts shall include: a) upgrading a recently installed HVAC system to meet VA criteria, b) replace the control system in the building with a system which will integrate with the existing facility Metasys control system, c) replace all existing windows with new double pane energy efficient windows, d) provide a handicap ramp to the main building entrance (west face), ande) realign interior partitions in selected areas to meet projected future uses of this building. The design shall correct existing code deficiencies associated with plumbing, electrical, life safety and telecom systems but complete overhaul of these systems is not to be included as part of the design. If such systems are determined, during the course of design, to be deteriorated to such a point that their future use is questionable, replacement of these systems is to be included in the design of the construction documents. At this phase in the procurement process the Department of Veterans Affairs is performing market research to determine if sufficient competition exists in one of the following Socio-economic categories; Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Hubzone Small Business, and Small Disadvantage Businesses (8(a)). Interested firms fitting one or more of these Socio-economic categories should send their information by E-mail to Margaret.neidigh@va.gov or by fax to 775-428-6171 no later than 4:30 PM Pacific Time February 10, 2010. Information shall include type of socio-economic category and the firms' location. NOTE: Interested firms shall be located within 150 miles of the VA Medical Center Reno, NV facility. Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. For all the below definitions, the company must meet the small business size standards allocated to the NAICS Code. That code for this procurement is 541310 and the size standard is $4.5 million gross sales/year average over the last three years. Definition. For the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Service-disabled veteran" means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). Definition. For the Department of Veterans Affairs, "Veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; (ii) The management and daily business operations of which are controlled by one or more veterans; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Veteran" is defined in 38 U.S.C. 101(2). FAR 19.1301 General. (a) The Historically Underutilized Business Zone (HUBZone) Act of 1997 (15 U.S.C. 631 note) created the HUBZone Program (sometimes referred to as the "HUBZone Empowerment Contracting Program"). (b) The purpose of the HUBZone Program is to provide Federal contracting assistance for qualified small business concerns located in historically underutilized business zones, in an effort to increase employment opportunities, investment, and economic development in those areas Definition. "HUBZone small business concern," means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. FAR 19.8 "Small disadvantaged business concern" means a small business concern that represents, (1) It has received certification as a small disadvantaged business concern consistent with 13 CFR part 124, Subpart B; (2) No material change in disadvantaged ownership and control has occurred since its certification; (3) Where the concern is owned by one or more individuals, the net worth of each individual upon whom the certification is based does not exceed $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and (4) It is identified, on the date of its representation, as a certified small disadvantaged business in the database maintained by the Small Business Administration (PRO-Net).
