- This RFP synopsis is issued for the continued Operation and Career Transition Services for the Jacksonville Job Corps Center. This is a small business set-aside procurement. Job Corps is a National residential and non-residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Performance Based contract for Center Operations and for Career Transition Services. The contract will have a 2-year base period September 1, 2010 through August 31, 2012 plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available February 17, 2010 at: www.fbo.gov. The average capacity for the center is 350 youth of which 272 are residential (136 males and 136 females) and 78 non-residential (39 males and 39 females). The contractor will provide Career Transition Services (CTS) to 250 youth (156 graduates and 94 former enrollees). This Career Transition Services requirement will be effective under this contract for the period September 1, 2010 through October 31, 2010, after which time the CTS goals will be added to the Florida Outreach & Admissions / Career Transition Services Contract under a new procurement. A Pre-Proposal Conference and Site Visit are scheduled for February 23, 2010 at 9:30 a.m. local time at the Jacksonville Job Corps Center. The center is located at 4811 Payne Stewart Drive, Jacksonville, Florida 32209; contact number (904) 360-8200. It is recommended that potential offerors download the RFP from the website listed above prior to attending the pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide Academic and Vocational Training, Outreach, and Career Transition Services, operate Counseling and Residential Living programs and provide the following support services: Health Services, processing of Student Records, a Discipline System, Clothing Issuances, and Mail and Legal services. The contractor shall provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff Training, Financial Management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety Services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than May 3, 2010 at 4:00 p.m. PST to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
