Description
N00421-10-T-0076 The Naval Air Systems Command Aircraft Division (NAVAIR-AD), Patuxent River, Maryland has a requirement for: approximately 18.2 flight hours in the F33C Beechcraft Bonanza to support the U.S. Test Pilot School Introduction to Airplane Flying Qualities Short Course FY10 Students. The Bonanza incorporates a data recording instrumentation system which records control inputs and their effect on aircraft rates and positions. All of these capabilities are mandatory. This Bonanza is a unique configuration not readily available for hire commercially. Flight demonstration shall take place at NAS Patuxent River in Maryland. The 18.2 flight hours includes transporting the aircraft to and from NAS Patuxent River. Additionally, the contractor shall provide access to airworthiness and maintenance documentation for the aircraft. Calspan Corporation is the only known contractor possessing the aircraft in the required configuration available for hire and qualified to provide the training and demonstration flights. NAVAIR-AD intends to negotiate solely with Calspan Corporation for the flight training with an anticipated award date of 18 February, 2010 and an estimated delivery date of April 05, 2010 to NAVAIR Patuxent River, MD. All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis for the brand specific item based upon the responses received. The Government will not pay for any information received. Inspection and Acceptance shall be at destination. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DOD contract.
