- VA-251-10-RQ-0074Questions and Answers 2 February 2010 Q. In section 2.2 the Price/Cost Schedule of the solicitation (page 6) it lists reupholstering as one of the requirements, however there isn't a line item for this service. Would this be based on the laborer rate or is it to be included in the chair cleaning rate? A. Reupholstering is based on the laborer rate. Q. What are the ultimate criteria for picking a contractor to award the project to?? A. The award is based on price. Q. Who is/was the most recent contractor for this project last year? Are they bidding again this year? A. The contract is currently held by Work Squared out of Novi, MI. It is not known if they are bidding or not. Q. Do we have access to previous year's rejected bids?? A. No. Q. While we will have an office set up just for this contract in MI, our finance office will still be in FL. Does the VA have any issue with that? Isn't the overall purpose that the contractor be able to handle VA concerns and needs quickly? A. It is a requirement that the contractor's personnel be based within 150 miles of Ann Arbor. The winning bidder must be able to quickly respond to the needs of the VA as they arise. However, the contractor must also keep in mind that there will be days that they are not needed and will not be paid. It does not matter where the finance office is located. Q. Why isn't this a SDVO set-aside like so many other VA requirements? A. The set-aside determination was made by the Contract Officer in accordance with Federal Acquisition Regulations. Q. What size truck is required to complete the daily task? A. The size of truck is determined by the Contractor (It should depend on the job). There will be days that only labor is required and no truck will be needed. Q. Can you elaborate on what furniture and equipment will be moved? I am assuming it is specific to collapsible cubicles and chairs but are there more items to be considered? A. The equipment to be moved includes, but is not limited to, Office Furniture (freestanding and modular), Medical Equipment, Household items (Refrigerators, Lounge Furniture), IT items (PC's, phones, copy machines), Safe's, Building Materials, Trash, Recycled Goods, Artwork and Signage. Q. There is a quote area for chair and cleaning and panel cleaning; is there any truly reupholstering involved or is the work specific to cleaning? A. There will be reupholstry work involved not specific to cleaning. It is in addition to cleaning that is why it is listed as a separate line item. Q. Is the expectation that cleaning is as need or is each piece to be cleaned after disassembly? A. All items to be cleaned will be identified by the Contracting Officer Technical Representative before each job. Q. Is mileage reimbursable or is that to be included in the cost of the truck? A. It is included in the cost of the truck. Q. Will we be responsible for any wiring connections/disconnections associated with the move or is this to be handled by an electrician from the VA? A. The contractor shall make connections/disconnections for systems furniture. Building to furniture connections will be done by the VA. Q. What size truck is required? If this is not known then what is the average square footage moved each day or number of cubicles? A. Size of truck is determined by the Contractor (It should depend on the job). There will be days that only labor is required and no truck will be needed. Q. If we are to supply the toggles for connection can you provide the name of the manufacturer for the cubicles? A. The primary suppliers are Steel Case, Herman Miller and Hayworth. Q. What equipment should the contractor have to perform the installations? A. The contractor is responsible for supplying all the equipment and tools necessary to perform any tasking set out by the VA. This includes (but is not limited to) several kinds of saws to cut work surfaces, wall track and other wood or metal office furnishings. The contractor shall also supply masonry drill bits for mounting furnishings on cement or cinder block walls. The contractor is responsible for any damage to Government Property as a result of poor installation and will be expected to replace any damaged items.
