- NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions,Inc. on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), Only One ResponsibleSource. The objective is to extend the performance period for a potential eight monthperiod, consisting of a five month base period, and three one-month options. Theprinciple purpose of this contract is to provide environmental support to NASA AmesResearch Center. The current contractor provides the following mission critical supportservices under the environmental contract: Environmental Compliance, PollutionPrevention and Sustainability, Wildlife and Habitat Conservation and NEPA Compliance,Site Investigation and Restoration, and Environmental Management Systems. The purpose ofthis contract extension is to assure continuing compliance with numerous Federal, Stateand Local environmental laws, regulations, and policies in carrying out NASA/ARC'smission critical programs, projects, and activities.This extension will begin March 4, 2010 and end on August 3, 2010 for the base period;and end on November 3, 2010 if all three one month options are exercised. The extensionis in the Government's best interest to provide ongoing environmental services until anew contract is awarded. The current contractor, Integrated Science Solutions, Inc. isconsidered the only contractor that can meet ARC's needs given the short period ofperformance for the extension.Additionally, competing the requirement for a period ofup to an eight month term would not be possible given the end date of the currentcontract and the requirement for uninterrupted service. Awarding the potential eightmonth contract to another contractor at the same time the recompete is in process wouldresult in substantial duplication of cost to the Government that is not expected to berecovered through competition of the extension as well as unacceptable delays infulfilling ARC's critical requirements.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon February 16, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
