Description
The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico, is seeking information on industry capabilities and potential sources to provide storage, domestic air and ground delivery. Strict storage capabilities to include constant security on storage premises at all times, area temperature that complies with manufacturer's specifications of nutritional supplements and emergency electric generators to meet temperature requirements in case of power outage are required. Delivery services will be performed in the Puerto Rico area to include Vieques and Culebra municipalities and US Virgin Islands. This is not a solicitation and only constitutes a Sources Sought Synopsis/Request for information allowing interested industry parties the opportunity to provide comments on their capabilities. A determination by the Contracting Officer on the type of set-aside to be used will be based on responses to this notice and is solely within the discretion of the Government. Since this is a Sources Sought announcement, no evaluation letters will be issued to participants. The Government is neither negotiating nor calling at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation costs. The applicable North American Industry Classification Code (NAICS) for these services is 492110 "Couriers and Express Delivery Services" Size Standard is 1,500 employees. Expressions of interest shall include documentation of the company capabilities in sufficient detail for the Government to determine necessary expertise and experience to compete in this procurement. Due date for responses to this synopsis is February 9th, 2010 at 9:00 A.M, Atlantic Time.Key provisions of this service are: 1. Storage and delivery of Nutritional Supplements directly to patients through Puerto Rico to include the municipalities of Vieques and Culebra and the U.S. Virgin Islands. The Nutritional Supplements will be supplied directly from the manufacturer to the contractor facilities. 2. Inland deliveries will be coordinated with the patient between 24-72 hours after receipt of patient's prescription. US Virgin Islands, Vieques and Culebra Patients should be served at least once a week. 3. Delivery of supplements 6 days a week to include holidays. 4. An estimate of cases to be delivered is around 15,000 per year. 5. Storage capabilities with constant air conditioning to meet manufacturer's specifications (proper temperature of 72 degrees for delivery and storage). Constant security on storage premises to include CCTV system and emergency electric generators. 6. Guaranteed compliance of patient's privacy in accordance with HIPAA regulations.
