- PRE-SOLICITATION NOTICE FOR Request For Proposals (RFP) Solicitation No. GS-03P-10-CD-D-0028, Cafeteria/Concession Services, at the Mid- Atlantic Social Security Center (MATSSC), 300 Spring Garden Street Philadelphia, PA 19123 The Acquisition Management Division in the Mid-Atlantic Region of Public Buildings Services of the U.S. General Services Administration (GSA) is presently soliciting proposals from qualified offerors desiring to compete in the procurement process for the subject Solicitation. The location of performance is : Mid-Atlantic Social Security Center (MATSSC) 300 Spring Garden Street Philadelphia, PA 19123 General Description of Scope of Services: This is a Solicitation for Cafeteria/Concession Services for the Mid-Atlantic Social Security Center (MATSSC), located in Philadelphia, Pennsylvania. This contract is being solicited as a 5 (five) year base contract commencing on the day specified in the Notice to Proceed. At the option of the Contracting Officer, it may be extended for two consecutive 5 (five) year options. In no event shall the contract period as extended, exceed a period of 15 (fifteen) years from beginning date of original contract. The Mid Atlantic Social Security Center (MATSSC) in downtown Philadelphia PA, is a 570,585 SF building, built in 1974 with 1,550 occupants. It is a GSA owned building that has been delegated to the Social Security Administration (SSA). However, GSA remains responsible for providing cafeteria/concession services in this delegated facility. The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided in the Solicitation), and shall plan, schedule, coordinate and assure effective performance of all services described herein. It is GSA's policy that cafeteria/concession contracts are to be operated on a profit-and-loss basis. The Governement contemplates award of a no-cost Firm-Fixed-Price contract. The contractor shall provide prompt, efficient, and courteous service, and avoid undue interference with the operation of buildings in which services are provided. Licenses and permits shall be obtained as required by State and local authorities, and all applicable building, health, sanitary, and other regulations and laws shall be observed. The contractor shall employ sufficient and suitable personnel, secure and maintain insurance, maintain records, submit reports, and observe other contract requirements, all as more specifically set forth herein. The contractor shall pay each and every fee, cost, or other charge incident to or resulting from operations under the contract. Reasonable care shall be exercised in the use of space and Government-owned equipment and, upon contract termination, the contractor will yield such space and equipment in as good condition as when received. This excludes ordinary wear and tear, and damage or destruction beyond the contractor's control and not due to the contractor's fault or negligence. This project will be competed as Full and Open competition through FedBizOpps. The North American Industry Classification System Code (NAICS) is 722310. There will be a pre-proposal conference held on or about March 2, 2010. This conference will be held at the MATSSC. There will be GSA and SSA technical personnel present to give limited answers to questions. A site tour for all interested offerors will follow this conference. All significant questions will be answered in amendments to the solicitation. The general nature of this proposed contract will be discussed. The approach to Source Selection for this procurement will be pursuant to the Best Value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. It is the government's intention to award a contract to the offeror whose proposal conforms to the RFP requirements and is considered to be most advantageous to the Government. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. Should the Commission for the Blind as the State Licensing Agency (SLA) submit an offer which is determined to be in the competitive range, the SLA will be awarded the contract in accordance with the Randolph-Sheppard Act Amendments of 1974 (20 U.S.C. 107.
