Description
Air Force Research Laboratory (AFRL) Rome has a requirement to provide life cycle software development and engineering support for the CCCIIS program. The CCCIIS program includes, but not limited to, the following messaging systems; Message Information Services and Tools for the IC (MISTIC), Communications Support Processor (CSP), the Tactical Communications Support Processor (TCSP), and Infrastructure Operations Tools Access (IOTA). An indefinite-delivery, indefinite-quantity cost-plus-fixed-fee (completion) type contract is contemplated with an ordering period of 60 months. We anticipate approximately $49,900,000 to be a sufficient ordering amount for the 60 month period of performance. The North American Industry Classification System (NAICS) code for this acquisition is 541511. The scope of this effort is to provide systems engineering analysis, technical enhancements, system sustainment, system installation, and on-site engineering support for the U.S. Intelligence Community including the Air Force, Defense Intelligence Agency, Unified and Major Commands and their subordinate units, and other members of U.S. Intelligence Community. Technical activities will include, but not be limited to: analytical studies, system feasibility studies, requirements definition/analysis, design, development, implementation, demonstration, systems engineering, integration, installation, site support, configuration management, quality control, training, integration/interoperability/security testing, security engineering, engineering support, and the generation of technical documentation detailing the above activities. In the course of performance, the Contractor will interface with various agencies at various DODIIS and U.S. Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Community sites worldwide via short term visits and electronic means. On-site support is currently required in Colorado Springs, CO, Hampton VA, Robins AFB, Marietta GA, and AFRL Rome Research Site to provide analysis, design, development, integration, testing, and evaluation of DODIIS Information Technology (IT) and to U.S. C4ISR Community systems and activities. Evaluation of the small business capability packages received in response to the previous Sources Sought announcement resulted in a determination that a small business set-aside was not warranted. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. A technical library relating to the subject area of this acquisition is available for review by potential offerors at Air Force Research Laboratory/RIEBB, Bldg. 3, Rome, NY 13441-4505. Appointments for access may be made by contacting Mark A. Esposito, 315-330-3930, e-mail Mark.Esposito at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Militarily Critical Technical Data Agreement", along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN Mark A. Esposito, Air Force Research Laboratory/RIEBB, 525 Brooks Rd, Rome, NY 13441-4505. Foreign disclosure review has determined that foreign participation will be excluded at the prime contractor level. Under the current contract, the work requires a TOP SECRET facility clearance and approximately 50 personnel with TOP SECRET / SCI security clearances. Based on current estimates, approximately 30 personnel with Top Secret SCI clearances will be required for performance at time of award. An additional 20 cleared personnel is estimated to be required within the first 45 - 60 days. In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Kelly L. Conniff, (315) 330-4073, Kelly.Conniff@rl.af.mil, for resolution. AFFARS Clause 5352.201-9101 Ombudsman (AUG 2005) will be incorporated into the resultant contract. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the Contracting Officer, concerned parties may contact the following AFRL Ombudsman: Karen S. The Ombudsman has no authority to render a decision that binds the agency. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
