- Request for Quotes, TIRMS-10-Q-00011 Request No: D-0-D9-14-MA-I02 This is a combined synopsis/solicitation prepared in accordance with the format in FAR 13.105 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will NOT be issued. The closing date for price quotes is 2:00 pm (CST) on Tuesday, February 23, 2009. The associated North American Industrial Classification System (NAICS) code for this procurement is 492110 with a small business size of 100 employees. This requirement is a 100% Service Disables Veteran-Owned Small Business set-aside and only qualified offerors may submit a quote. Wage Determination #05-2515 Harris County is associated with this service. The Internal Revenue Service requires the following specifications must be met to perform courier services: 1. Scope of Work The Internal Revenue Service (IRS) offices in the Houston, Texas metropolitan area require courier services for the delivery of boxes and mail to various offices, off-site training locations and post offices located in the metroplex. This will be an ongoing requirement. The contractor shall provide all personnel, labor, equipment, supplies, vehicles, materials and incidentals to provide commercial courier service for the following IRS locations: 1. 1919 Smith Street, Room 1250-5, Houston, Texas 77002 2. 8701 S. Gessner, Room 650, Houston, Texas 77074 3. 12941 North Freeway, Houston, Texas 77060 4. 8876 Gulf Freeway, Houston, Texas 77017 2. Period of Performance Base Year: April 1, 2010 - March 31, 2011 Option Year #1: April 1, 2011 - March 31, 2012 Option Year #2: April 1, 2012 - March 31, 2013 Option Year #3: April 1, 2013 - March 31, 2014 Option Year #4: April 1, 2014 - March 31, 2015 3. General Requirements The contractor shall provide courier services as specified for daily pickup and delivery among designated IRS locations. All locations are within a 60-mile radius of the 1919 Smith Street, Houston, Texas office. The contractor shall provide manifest sheets or delivery tickets for each pickup point. The contractor shall provide daily pickup of mail/boxes at the IRS office at 1919 Smith Street, Houston, Texas, Monday through Friday, except Government Holidays, and complete a continuous delivery/pickup route to the individual drop sites at each of the IRS locations. (See #5 below for actual delivery locations and times.) The amount of mail and boxes varies daily with the tax season. Individual box weight shall not exceed 50 pounds. The contractor shall provide unscheduled “Hot Shot” services for pickup or delivery to any IRS location or other within a 60-mile radius as requested by authorized IRS officials. (See #7 below.) Daily pick-up of U.S. postal metered mail from IRS Office of Chief Counsel, 8701 S. Gessner, #710 for delivery to the United States Post Office, 401 Franklin Street, Houston, Texas, 77201. Pick up will be between 4:00 p.m. and 4:30 p.m., excluding Government Holidays. Pick up and delivery of Tax Court documents, as well as documents going to Bankruptcy Court, on an as needed basis. The contractor shall provide one invoice for services for each calendar month. Charges for multiple months on one invoice will not be accepted and the invoice will be returned for corrections. 4. Special Requirements The Office of Chief Council, Houston, will continue to fund the portion of the contract that pertains to them. The contractor shall not be in possession of any IRS property or parcels overnight without the consent of the Contracting Officer (CO) or the Contracting Officer’s Technical Representative (COTR), without exception. Although only fully secured vehicles shall be offered, there is no requirement for “armored” vehicles. Vehicles shall be enclosed and have a capacity for 2,000 pounds. The offeror shall furnish insurance as set forth in FAR 52.228-5: Work on a Government Installation. Liability shall commence when each shipment has been received into the contractor’s possession and shall terminate when the contractor has delivered the same to the designated consignee. The contractor’s insurance policy shall provide that the insurance company gives immediate notice to the IRS Contracting Office if the insurance is voided, cancelled, reduced, or otherwise changed so as to impair the financial responsibility evidenced by such insurance. The contractor must notify the IRS if the liability insurance is cancelled. The contractor must provide copies of all insurance policies required to perform this contract. The insurance copies are to be submitted to the CO ten (10) days after contract award. 5. Delivery Schedule The contractor shall begin work at 8:00 a.m., in the IRS, Houston Area Office mailroom, Room 1250-5, in the Mickey Leland Federal Office Building located at 1919 Smith Street, Houston, Texas, Monday through Friday (exclusive of official government holidays) and complete a continuous delivery/pickup route between the other IRS offices or designated locations, and return final delivery to the mailroom located at 1919 Smith Street by 12:30 p.m. The delivery loop is as follows: • Begin at 8:00 a.m. at the IRS mailroom, Room 1250-5, 1919 Smith Street, Houston, TX. Pickup mail/boxes for 8701 S. Gessner and 8876 Gulf Freeway. • Deliver/pickup mail/boxes at IRS mailroom, Room 650, located at 8701 S. Gessner. • Deliver/pickup mail/boxes at IRS, Room 300, located at 8876 Gulf Freeway. • Return to 1919 Smith Street with mail from 8701 S. Gessner and 8876 Gulf Freeway. • Pickup mail for 12941 N. I-45 (North Freeway). • Return to 1919 Smith Street. 6. Additional Offices or Stops The IRS shall have the option to add or delete offices or stops as it becomes necessary. The contractor shall add or delete these stops accordingly. 7. Special Services Hot Shots. Pickups and deliveries as needed between locations within the 60-mile radius at the direction of those offices and as ordered by the following authorized personnel: Contracting Officer Contracting Officer’s Technical Representative Chief, Logistics Section Facilities Management Mail Program Manager Mailroom Management Assistant (1919 Smith Street) as designated. Any materials that require “hot shot” service will not exceed the size of one (1) box of copier paper or federal records box. If the “hot shot” delivery is outside the boundary of the Houston Commercial Zone as defined by the Texas Railroad Commission, the contractor, if certified, shall charge the tariff rate. If the contractor is not certified, they shall present the delivery back to the mailroom staff for other handling. Certified Mail Runs. As needed. Pickup certified mail from IRS mailroom located at 1919 Smith Street, Houston, Texas, and deliver to U. S. Post Office approximately 5 miles from Federal Building. Extra charge for pickup exceeding first 300 lbs from one location. Charges for these services will be incurred per 100 lbs or part there of for the first 300 lbs for pickups from 1919 Smith Street or 8701 S. Gessner, at the direction of those offices. When this service is necessary, the courier will advise shipping unit personnel of the overage and request authorization to proceed or take only 300 lbs. When billing the courier will indicate pick up address and name of person authorizing service. 8.
