- NAICS Code: 541612 NAICS Code: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are beingrequested and a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through FAC 2005-30. This acquisition is set aside for small businesses. The NAICS code for this procurement is 541612 with a size standard of $7 million. The total budget for this project is not expected to exceed $50,000. All interested small business firms may submit a proposal. Contractor support is required to assist designing and administering a robust diversity recruiting program for the Office of Criminal Enforcement, Forensics & Training within the Office of Enforcement and Compliance Assurance. The statement of work is available at http://www.epa.gov/oam/hpod. Interested contractors shall prepare a technical submission of no more than 10 pages (excluding resumes) which consists of the following three sections: 1) resumes of no more than two pages for the persons who you plan to assign to this project; 2) a narrative discussion that demonstrates your company?s understanding of, and technical capability to perform, the tasks contained in the statement of work illustrated with examples of previous successful projects in diversity recruiting support; 3) past performance references for three projects completed in the past five years that have similar scope, size and complexity as the project described in the referenced statement of work. For each reference, please include the contract number, name of the project, description of the work performed, dollar amount, and name, title, current address, e-mail address, and telephone number of the contracting officer and the project officer. In addition, please submit a labor-hour quote, which includes a total cost for each task in addition to a total cost for the entire project. Also include proposed amounts for any anticipated other direct costs, including travel. Please note that award of a fixed-rate contract is contemplated and your total proposed cost will be the ceiling price for the resultant order. The following evaluation criteria will apply. 1. Proposed personnel will be evaluated on their knowledge of/experience in the federal recruiting process, development of recruiting plans, diversity recruiting tools and strategies, and development of performance metrics; 2. Technical Capability will be evaluated based upon your company?s demonstrated knowledge, understanding, and experience with Federal human resources policy, development, implementation and assessment of diversity-focused recruiting plans; strategic planning; and development of recruiting materials. 3. Past performance will be evaluated based on past performance information provided in the technical submission, information obtained through the NIH Contractor Performance System, and information obtained by the Government from other sources. The offer will be evaluated on the following qualitative factors, all of which are of equal importance: quality of service, timeliness of performance, effectiveness of management, initiative in meeting requirements, response to technical direction, and responsiveness to performance issues, compliance with cost/price estimates and deadlines, and overall customer satisfaction. Award will be made to the contractor whose quotation affords the best value to the Government, technical, price and other factors considered. All technical evaluation factors are considered to be of equal importance and when combined are more important than price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.222-25, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.233-3, 52.233-4. All quotes should be submitted via e-mail to Rachel Schwartz at Schwartz.rachel@epa.gov by 2:00 EST on Friday, February 12, 2010. Questions regarding this acquisition should be submitted in writing to Rachel Schwartz via e-mail at the address previously given by 2:00 EST on Thursday, February 4, 2010.
