- Military Free Fall C-130 Standby Requirement This requirement is for 1 x C-130 to be on standby for 24 hours on the following dates February 11, 12, 18, and 19 2010. This is in support of the 3/75th Ranger Battalions Military Free Fall Exercise. Technical requirements are as follows: C-130 aircraft shall be equipped with typical C-130 standard nylon web type seats and belts, standard C-130 static line anchor cables and static line retriever winches, Red and green jump signal lights installed forward and aft ends of cargo compartment. Aircraft shall feature standard C-130 ramp and door configuration that are fully in flight operational from the flight station or cargo compartment. Aircraft shall be pressurized, heated and air-conditioned, equipped with high pressure 1850 PSI crew oxygen system and crew oxygen masks to allow for required pre-breath and sustainment for un-pressurized flight for parachute operations between 14,000 and 30,000 MSL. Aircraft shall be equipped with 1 or 2 GPS units interfaced with an Air Data Computer for acquisition of winds aloft data for CARP calculations, 2ea. VHF Comm. Radios, 2 Title 14 CFR Part 91.409(F)(4) FAA Approved Inspection Program (AIP). The aircraft shall be capable/configured for day and night parachute operations. Aircraft shall be equipped with an interphone system allowing for full crew communications including extra station for Jump Master. There must be adequate space available in the cargo compartment to allow installation of portable oxygen consoles for jump personnel. The vendor shall provide past performance history, shall show relevant experience, shall provide documentation of background investigations, and shall provide supporting documentation for required certifications with thier proposal. Aircrew Requirements are as follows: 1 x Captain: Shall be FAA licensed ATP type rated L-382 (C-130), multi engine instrument rated with a current second class medical, and a current CFR Title 14 Part 61.58 check ride. 1 x Co-Pilot: Shall be FAA Licensed, multi-engine instrument rated with a current second class medical and a current CFR title 14 part 61.57 check ride. 1 x Flight Engineer: Shall be FAA licensed flight engineer with turboprop rating with a current second class medical and current in accordance with CFR title 14 part 91.527. 2 x Load Master/Safety Observer: Shall be qualified in accordance with IAR loadmaster training program as accepted by USASOC Inspection Team. All aircrew members shall have relative experience in military free fall HALO/HAHO and/or areal delivery parachute opteraions within the last 180 days. All aircrew members shall be United States Citizens and have received a security/background investigations in the last 24 months. The vendor shall provide past performance history, shall show relevant experience, shall provide documentation of background investigations, and shall provide supporting documentation for required certifications with thier proposal. Pricing for this Clin shall be 1 x bulk price.
