THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Responses are due no later than 3:00 p.m. eastern standard time 17 February 2010. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH BONDING CAPACITY OF $200M OR GREATER concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to allison.scannell@usace.army.mil no later than 3:00 p.m. eastern standard time February 17, 2010. Security Requirements: Companies must be free of foreign ownership, control and influence. It must have an established requirement for the information and maintain accurate records being subject to US Government review, as well as, company personnel having access to this documentation. Only U.S. citizens are to be employed at the project site. Project Description: As part of an anticipated infrastructure development program, the U.S. Army Corps of Engineers, Baltimore District anticipates seeking a qualified firm to provide construction services at Fort George G. Meade, Maryland. The period of performance is expected to be between 3.5 and 4.5 years. The contractor must meet the technical requirements as stated below. Infrastructure facilities include, but are not limited to: a. Electrical substation; b. Gatehouse, facility parking and roads; c. Fuel storage; d. Generator Plant; e. Electrical generators with selective catalytic reduction systems; and f. Ductbanks. Only interested PRIME CONTRACTORS should submit a narrative demonstrating their experience in design-bid-build $200M+ construction projects of a similar nature as described above. In accordance with DFAR 236.204 - Disclosure of the magnitude of construction projects, the magnitude of the project is between $100,000,000 and $250,000,000. Please include the following information in your response: details of similar projects, dates of construction, project references (including owner with phone number and email address), and project cost. Additionally, provide information on your bonding capability. Narratives shall be no longer than ten (10) pages. Email responses are required. Information will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Information may be in any format, but must include submitters name, phone number, and email address. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please identify your SBA size standard, such as 8(a), Small Business HubZone, Woman-Owned, Service Disabled Veteran Owned, Minority-Owned, if applicable. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered. Information shall be submitted electronically to Allison Scannell at allison.scannell@usace.army.mil. Sources Sought Number W912DR-10-S-0007 shall be referenced. PLEASE NOTE: At this time, we are only interested in responses from prime contractors with similar project experience with the ability of having a bonding capability of $200M+.
