Description
The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Stratospheric Protection Division (SPD) is responsible for implementing programs to protect the ozone layer, including requirements under the Montreal Protocol and Title VI of the Clean Air Act, such as: -Production phase-out of ozone-depleting substances (ODS); -Stationary air-conditioning and refrigeration; -Motor vehicle refrigerant recycling; -Labeling of regulations; and -Non-essential products ban. SPD also manages EPA's review of substitutes for ozone-depleting substances and efforts to develop and implement voluntary programs that reduce emissions of high global warming potential gases; oversees and coordinates international technology transfer and infrastructure building programs, including programs related to both ozone layer protection and climate change; and assures reliable development of EPA's Sun Safety efforts, including the SunWise School Program and the UV Index, to communicate to kids and their caregivers important information about protecting themselves from skin cancer, and about the science and the effects of ozone depletion. The objective of the work is to garner technical and administrative support to effectively implement the range of SPD programs and assist in the development of new programs and initiatives as needed. Support shall include: As a result, the EPA requires the following contractor services to further emission reduction goals: -Modeling and Computer Systems Development,-Program and policy implementation assistance and evaluation, -Conducting research,-Financial, technical, health, regulatory and environmental analysis,-Quick Response Support, and-Communication & Outreach. The communication and outreach portion of this requirement will include an unspecified number of information disseminations. The Contractor will need to be capable of both quick-turn around and longer lead-time research and analytical efforts which will be used to support program policies. The quantities and extent of these research and analytical efforts are unspecified at this time. Program and policy implementation assistance and evaluation will include but not limited to support existing programs by continuing to attract and enroll new participants through a variety of outreach and communication efforts directed to elementary and middle schools, educational and public health leaders, and national and local education and health organizations; also ensure effective management support for rapid national expansion of programs and delivery of information to participants, while maintaining and improving quality of service. Finally, the Contractor is required to provide modeling and computer systems development. These activities will include maintaining computer models and simulations to estimate the impacts of various regulatory options, costs of regulations, costs of different ODS and ODS substitutes in different applications, environmental impacts to stratospheric ozone, to global climate, and other environmental systems. Running and maintaining EPA's Excel spreadsheet model for estimating use and emissions of ODS and ODS-alternatives on existing and new equipment and processes that use ODS as well as corresponding substitutes through time. Developing and maintaining new model applications as necessary. The government anticipates awarding up to three multiple award/fixed rate/Indefinite Delivery/Indefinite Quantity contracts with a one-year base and four one-year option periods. The total estimated labor hours for this effort is approximately 50,000 hours for the base and all option periods. The solicitation is subject to full and open competition. All responsible offerors may submit a proposal. Copies of the solicitation will be available on the US EPA's website. It is anticipated the solicitation will be available mid-March. Paper copies of the solicitation will not be provided. A universal RFI/Sources Sought was posted on the EPA website July 20, 2009 (PR-NS-09-00001) and a second Sources Sought for Small Businesses only was posted on the EPA website and FedBizOpps on September 16, 2009 (RFQ-DC-09-00320). It is the responsibility of interested parties to regularly monitor EPA's website for updates to this procurement.
