- The proposed acquisition listed herein is unrestricted. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of the Administration for Children and Families (ACF), Office of Head Start (OHS) for the Early Head Start National Resource Center (EHSNRC). The RFP number is 10-233-SOL-00058. The NAICS code is 541611. The EHSNRC serves as a primary contributor to OHS’ national repository of expertise and resources in the field of services to pregnant women, infants and toddlers, and infant and toddler development. The EHSNRC provides leadership and guidance to the State and Regional Technical Assistance (TA) networks and to the larger Early Head Start (EHS) community by identifying best practices and advising on learning formats that contribute to the development of tools and support to address the specific needs of EHS grantees. The mission of the EHSNRC is to develop capacity and knowledge for use within the EHS community and to support continuous high quality EHS T&TA. The EHSNRC offers resources and approaches to the delivery of EHS TA that are grounded in infant and toddler research based knowledge, principles and practices that ensure full implementation of the Head Start Performance Standards. The EHSNRC collaborates with early childhood education and infant and toddler partners to ensure best practices within the Early Head Start community and to inform the larger early childhood education community. The Contractor shall: have offices in the Washington, DC metropolitan area; be able to begin work within thirty (30) days of receiving the award, inclusive of answering information requests, answering the toll-free hotline, responding to e-mail requests and having web presence; incorporate the EHSNRC web information/services into existing OHS websites; provide at least one information specialist who is bilingual in English and Spanish; provide mental health expertise for pregnant women, infants and toddlers; support the national network of state infant/toddler expertise specialists; disseminate information to all TA staff, including the new State Infant Toddler specialists to support the efforts of all programs to deliver high quality services to infants and toddlers and their families, and to pregnant women; and provide a variety of well qualified individuals and staff that can fulfill a broad spectrum of duties. The anticipated period of performance is one 12-month base period and four 12-month option periods. The base period will also include an optional task that will be funded using American Recovery and Reinvestment Act (ARRA) funds. The RFP will be made available electronically at http://www/fbo.gov no sooner than 15 days after issuance of this notice. The closing date will be approximately 30 days after issuance of the RFP.
