- The West Virginia National Guard located and the USPFO for West Virginia intends to issue a Request for Proposal (RFP) to award a single, Cost Plus Fixed Fee and firm fixed-price contract for technical services support for the operation of weapons of mass destruction, consequence management and counterterrorism training and testing facility and program at the Center for National Response (CNR) Tunnel in Gallagher, WV. The proposed services will be responsible for performing all missions related to operations and training at the CNR Memorial Tunnel in West Virginia, now known as the Tunnel Complex. Specifically, the Contractor will maintain current operational levels, while continually enhancing capabilities for a Weapon of Mass Destruction (WMD) Consequence Management (CoM) and Counterterrorism (CT) Training and Testing Facility and Program for Federal, State and Local WMD/CoM/CT response elements. Concurrently, these services will execute appropriate testing programs for evaluating response procedures and equipment. This overarching objective will be accomplished as part of NGB's Joint Interagency Training and Education Center (JITEC). The Contractor will continue to execute current training schedules (attached) and develop recommended revisions to the implementation plan for the CNR. This effort will include, but is not limited to providing WMD/CoM/CT training, training management and exercise control; development of a plan to enable integration of the CNR as a key component of the NGB JITEC efforts and provide input, as appropriate, to the strategic plan to integrate multiple agency requirements into a synergistic effort. Contractors performance should help the governments efforts to market CNR capabilities as a premier, cost effective training and exercise capability program. The current incumbent for this effort is Azimuth, Inc. A single award Unrestricted contract is contemplated. The potential contractor must be ISO 9001 compliant. This contract will be a one base year plus four option years. Failure to submit an offer on all items shall result in rejection of the proposal. The North American Industry Classification System (NAICS) code for this work is 611699. The tentative date for issuing the solicitation is on-or-about 19 February 2010. The tentative date for the pre-proposal conference is on-or-about 24 February 2010, 10:30 a.m. local time in the classroom at the CNR Tunnel Complex. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 19 March 2010. Actual dates and times will be identified in the solicitation. The Source Selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3. Evaluation factors include Past Performance, Technical, and Price. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All Answers will be provided in writing via posting to web.
