- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. (iii) This solicitation is a total small business set-aside, NAICS 562119, Other Waste Collection, with a small business size standard of $12.5 Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and technical factors considered. Gateway National Recreation Area - Sandy Hook Unit, NJ 07732 has a requirement/need for dumpsters and disposal of contents collected for (2) beach sweeps, Spring 2010 and Summer 2010. For Spring 2010, up to two (2) - 30 cubic yard (CY) dumpsters daily for ten (10) consecutive business days, for a maximum of twenty (20) total - 30 CY dumpsters shall be provided at various locations at Sandy Hook. Locations will be told to the driver the day of delivery. The dumpsters will be used for waste collected during a beach cleanup activity. The debris will consist of wood and trash collected on the beaches. There will be some creosote in the wood collected. For Summer 2010, up to two (2) - 30 cubic yard (CY) dumpsters daily for ten (10) consecutive business days, for a maximum of twenty (20) total - 30 CY dumpsters shall be provided at various locations at Sandy Hook. Locations will be told to the driver the day of delivery. The dumpsters will be used for waste collected during a beach cleanup activity. The debris will consist of wood and trash collected on the beaches. There will be some creosote in the wood collected. (v) The contractor shall provide the transportation and disposal for all dumpsters provided. The intent of this contract is to hire a professional company with experience in providing dumpsters and disposal needed for an upcoming beach clean-up. The contractor must meet all necessary Federal, State and Local requirements for the transportation and disposal of the dumpsters and all of its materials. (vi) SCHEDULE: This project may extend out into September 2010. All dumpsters will be ordered on an as needed basis.Upon award of contract, the winning vendor will be obligated to complete the delivery for dumpsters requested for Maintenance Operations upon request. Dumpster deliveries and pick-ups must be performed between the hours of 7 a.m. and 3 p.m. during the work week of Monday thru Friday excluding Holidays.For the Spring and Summer 2010 Clean Shores Events, the start date is approximate. The events are believed to begin in March 2010 and July 2010, respectively. The vendor will be given two weeks notice before the official start dates. Drop off time will be at 7:00 am EST. The Contactor shall complete the required tasks and provide daily status reports to the COTR which should include the daily tally of the total tonnage of waste disposed.(vii)LOCATION: Gateway National Recreation Area - Sandy Hook Unit, NJ 07732.(viii)SCHEDULE of SUBMISSIONS: A total of two (2) invoices may be submitted. One (1) invoice may be submitted after successful completion of performance for Spring 2010 and one (1) invoice may be submitted after successful completion of performance for Summer 2010.(ix) DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Three (3) references of proposed item within the past three years2.Name, phone number, and address of your point of contact. 3.A firm fixed price quote using bid schedule included below.(x) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:(1)Have at least three (3) to five (5) years of experience performing similar services as required in this solicitation(xi) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xii)FAR provisions/clauses listed below apply.
