Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is supporting the Federal Aviation Administration (FAA) Office of Environment and Energy, in facilitating the efforts of Working Group 45 of the International Standards Organization's (ISO) Technical Committee on Environmental Noise Assessment to standardize best current practices for analyzing noise impacts due to aircraft noise exposure. The Volpe Center and FAA is interested in conducting complimentary research in parallel with the ISO Working Group 45 to evaluate the dose-response relationship in light of other factors as well. Well-informed development of such a relationship requires expertise in the statistical analysis of human response to sound, a thorough understanding of how the dose and response data were developed, consideration of the cultural perspectives of European and American communities surveyed, an understanding of differences between commercial and military aircraft, and understanding of airport facilities and operational procedures. A detailed statement of work will be set forth in the Request for Quotation (RFQ). The complete RFQ will be issued on or about February 17, 2010. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. This procurement is issued as a small business set-aside. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov.
