- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY - This opportunity is available only to contractors from the GSA/Federal Supply Schedule 70 General Purpose Commercial Information Technology Equipment, Software, and Services, Schedule 132 51, Information Technology Professional Services. The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PC) has a requirement to procure Information Technology Coordination Services for the *RECOVERY*Repair and Alterations to the PJKK U. S. Courthouse (Part I) located at 300 Ala Moana Boulevard, Honolulu, Hawaii. It is important to note that this project is funded under the American Recovery and Reinvestment Act (ARRA) of 2009 (Public Law 111-5) (Recovery Act). The General Description of Major Categories of Scope of Work: • Service provider will coordinate and plan closely with staff of the US General Service Administration, designated move manager, and others that the GSA Project Manager(s) might designate. Planning work includes comprehensive planning of systems activities coordinated with move out and move back activities as remodeling phases are completed. Work product shall include written scopes of work with detailed sketches for vendor turn-key design of racking, power requirements, backboards, conduits/sleeves, grounding and related elements. • Service provider will develop documentation and comprehensive knowledge of existing technology environment and conditions at turnover of space for the remodeling at each phase. • Service provider will develop plans in collaboration with GSA that minimize costs and disruptions, facilitating operationally optimal continuity of data, telephony, security, surveillance and other systems including but not limited to access control, CCTV, television and paging. • Service provider will furnish expert opinion as requested by GSA Project Manager(s) on Information Systems issues, and comprehensive review of bids related to this scope of work. • Service provider will engineer sizing and routing of fiber and copper field cabling as well as terminations at the intermediate distribution facilities (IDF's). • Service provider will develop plans and coordinate in installation of telephony and data equipment, servers, power feeds at racks and coordinate with project architect-engineers for circuit and cooling requirements and capacities. • Service provider will develop, in coordination and within the parameters set forth for the overall project schedule, timelines, schedules and documentation for equipment and materials procurements. • Service offering will include high availability for response to trouble calls including at times other than normal shifts. Provider must furnish services in response to a trouble call within not more than 24 hours. • Service provider shall be responsible for all systems connection and terminations unless directed otherwise in specific cases by GSA Project Manager(s). Thorough advance planning and collaboration with GSA will be required in the data and telephony systems planning. Sufficient staffing capability must be offered to execute the telephony and data "cut over" from stage to stage of the remodel in a short time span, typically less than a day, for each transition. • Service provider will fully man, conduct and execute data, telephony and other systems connections to wiring installed by others, as delineated in this scope of work, for each of the phased office moves. This shall include oversight during installation as well as comprehensive testing to insure systems fully operational. Work will typically be expected to be conducted at non-business hours to minimize disruptions. • Service provider will furnish, install and place into operation cabling as required within or between data closets, nodes, minimum and intermediate points of entry or connection, coordinating as necessary with electricians for power sources and cable installations, as well as coordinating seamlessly with the contracted cabling supplier/installer. • Service provider will fully comply with and plan as necessary to conform with security regulations and procedures throughout the complex. • Service provider will document and provide clear records of system wiring, configurations and installation specifics. • Full time presence and involvement by skilled personnel to be on site throughout key moves of tenant users. • A significant portion of the work of this service provider is anticipated will occur during non-standard hours. • Service provider will furnish comprehensive coordination and services throughout the eight major phases of the project, as well as numerous interim changes and moves to facilitate the project.
