- Through this solicitation the Smithsonian Institution is seeking a contractor to provide all management, labor, materials, tools, vehicles, equipment, supervision, and other services required to perform parking lot management ("Parking Services") for the facility at the Smithsonian National Air and Space Museum's Steven F. Udvar-Hazy Center located in Chantilly, Virginia. The facility's parking area consists of spaces for approximately 2000 cars, and averages an annual total of 160,000+ paid parking lot entrants. The services shall be provided during the museum's normal business hours (10:00 am -5:00 pm, every day except December 25th), and additionally for pre-opening hours and after hours special events, and events extending beyond the museum's normal business hours. The Smithsonian anticipates awarding a contract to the successful offeror for an initial one year period, and reserves the right to extend said term for nine additional one year option periods. Services for normal business hours shall be provided on a firm-fixed price basis; services for pre-opening, after hours, or extend hour events shall be at fixed hourly rates and set forth in individual task orders. Rates for the initial term and the option years, and hourly rates for non-business hour services shall be negotiated prior to award of the contract resulting from this solicitation. This is a best value procurement. All firms responding to this solicitation will be required to submit a business and technical proposal for purposes of evaluation. The solicitation documents will be available upon written request on or about the week of February 15, 2010, from the Smithsonian Institution, Office of Contracting, P.O. Box 37012, CC 350, MRC 1200, Washington, DC 20013-7012, Attn: Alyssa Reiner. Prospective offerors must submit a written request for solicitation documents on company letterhead showing complete mailing address, telephone and facsimile numbers, email address, and name of the appropriate company representative. Written requests for solicitation documents may be delivered to the above indicated address, sent by facsimile to 202-633-7305, or sent by email to reinera@si.edu. Prospective offerors are encouraged to submit their written requests as early as possible. The Smithsonian anticipates scheduling a pre-proposal site visit on March 3, 2010. The date, time, and location of the site visit, if one is held, and the due date for submission of proposals will be provided in the solicitation documents. The Smithsonian Institution expressly reserves the right, in its sole discretion, not to proceed with this solicitation or any subsequent negotiations or contract. This pre-solicitation notice shall not commit the Smithsonian to pay any preparation costs, nor to provide reimbursement for any costs associate with submission of a response.
