- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is M67854-10-R-6002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 314912. This notice is a 100% Small Business Set-Aside and small business standard size of 500. The Agency's Need: Line number 0001, Mortar Cover, Quantity (66 ea), Technical Data Package (TDP) attached; Shipping: FOB Origin, (12 Qt/ea) Attn: GySgt Damen L. Wilson and GySgt McKenzie, 1707 Gum Street, Camp Lejeune, NC 28542, (54 Qt/ea) Attn: David Gerhardt, Tec-Masters Inc., 4922 D. Moores Mill Road, Huntsville, AL 35811-1561; Dates of Delivery:12 Mortar Covers- NLT 19 March 2010 & 54 Mortar covers- NLT 4 June 2010. The following provisions and clauses shall apply: (1) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JAN 1999); (2) FAR 52.212-2 (Evaluation - Commercial Items) with the following insertion in para (a) "lowest priced technically acceptable quote with acceptable past performance." Technical evaluation will be whether quoted items satisfy all requirements in the described clins of the RFQ; (3) FAR 52.213-3, Offeror Representations and Certifications - Commercial Items applies to this acquisition and there is not addenda to this provision; (4) FAR! 52.212-4 Contract Terms and Conditions-Commercial Items (5) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition; (6) FAR 52.234-1 Changes-Fixed Price; (7) FAR 52.247-29 F.O.B. Origin; DFARS 252.232-7003, Electronic Submission of Payment Request and Receiving Reports (March 2008). All offers will be submitted to brittney.parker@usmc.mil no later than 3:00pm EST on February 12, 2010. This RFQ closes for questions on February 10, 2010 at noon; no questions will be answered by phone. All Contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations is also required http://orca.bpn.gov. Failure to comply with ORCA registration may deem offeror ineligible for award.
