Description
This synopsis provides notification of the 50th Contracting Squadron's intent to extend contract FA2550-02-C-0007, Mission Communication Operations and Maintenance (MCOM) for a period of six (6) months. The Period of Performance for this extension will be from 1 April 2010 through 30 September 2010. The extension will be performed by the incumbent contractor, Harris Technical Services Corporation, 8955 Drennan Road, Colorado Springs, CO 80925. The MCOM contract was competitively awarded on 26 July 2002 and currently provides operations and maintenance support for IT enterprise (LAN and telephones), communications planning, and configuration management for the 50th Space Wing. Specifically MCOM provides support for telephone maintenance and operations, computer support, 24/7 Local Area Network help desk, LAN/WAN services, Defense Red Switch (DRSN) maintenance, and Land Mobile Radio (LMR) support. The MCOM follow-on contract, Uni-Comm was competitively awarded on 31 October 2008, however, due to the filing of multiple protests, the Uni-Comm contract is currently under a stop-work-order. This extension is solely for the purpose of bridging performance until the Uni-Comm contract is under full performance. The extension will be performed under the same terms and conditions as the existing contract. The contract type is Cost-Plus Award Fee (CPAF). The extension will provide for the continuation of uninterrupted services of the Schriever AFB operations described above. The government intends to execute a Justification and Approval for this six-month extension of services pursuant to 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies of Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1. The government also intends to include the ability to extend the performance for an additional six (6) months within the limits and at the rates specified in the contract. This Notice of Intent is not a request for competitive proposals, however, in accordance with FAR 5.207(c)(15)(ii), "all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency."
