Description
The Department of Veterans Affairs, Service Distribution Center, Bldg 37, (located on 1st Avenue one block North of Cermak) in Hines, IL 60141 intends to award a contract to acquire secure document destruction and recycle services for x-ray film silver and plastic contents to generate revenue for VA. The anticipated period of performance is for a base period of twelve months with 4 twelve month option periods. The NAICS Code 561990 and small business size standard is $7M. This procurement is open to all business sizes but restricted as follows: Since the VA will pay the costs to transport x-ray film to the contractor secure destruction facility the contractor's facility must be within 600 miles of VA, SDC, Hines, IL. Also, since VA will pay the costs for a VA representative to witness integrity of delivery and start of destruction of x-ray film, the contractor's secure destruction facility must also be located within 15 miles of a VA Medical Center or VA Regional Office. The contractor shall provide all necessary labor, supervision, materials, equipment, supplies, licenses and permits to perform project requirements. Contractor shall also comply with regulatory laws for handling, destroying, and discarding documents containing personal, private or other sensitive data in accordance with the Privacy Data Act, NAID and HIPPA. Interested concerns must have a secure facility and the capability to perform same day processing of up to 40,000 lbs of x-ray film. All contractor personnel handling VA x-ray film and paper records must satisfy all requirements for security eligibility when dealing with sensitive information by undergoing a Low Risk Background Investigation (NACI) prior to performing work under this contract. Interested parties must also comply with the provisions of HIPPA by completing a Business Associate Agreement, and undergo an on-site security inspection and technical capabilities inspection prior to performing work under the contract. All work shall be performed under the terms and conditions of the contract in accordance with the Performance Work Statement, PWS.
