- Exhibit 1 - Relevant Experience The General Services Administration, Public Building Services R10 is looking for firms that qualify under the Small Business Programs that are mentioned in the Federal Acquisition Regulation (FAR) Part 19 including 8(a), small disadvantaged, Hubzone and VOSB. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest of Construction Manager as Constructor (CMc) firms for Construction Services intended for the Bonneville Power Administration (BPA), Transmission Services Facility (TSF) in Vancouver, WA. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. No telephone calls will be accepted. Background: The BPA is considering construction of a new building on land owned by BPA, referred to as the Dittmer District, located adjacent to the existing Dittmer Building in Vancouver, Washington. The project will be designed in two stages (1) 50% design development deliverables which will be used to assess the feasibility of proceeding with the project and (2) final design (construction documents) upon approval to proceed with the project. The selected A-E firm will develop two design alternatives (1) a 167,000 GSF structure and (2) a 210,000 GSF structure. The project goals include a new structure that is sustainable and energy efficient incorporating high performing green building strategies such as natural day-lighting, energy savings temperature controls, and use of renewable energy. Project Particulars: The project involves work in specialty areas such as energy efficiency and conservation and design and construction of high performing green buildings. Disciplines and services required may include civil, structural, utility, concrete, electrical, mechanical, controls, energy conservation, fire-life-safety, communications, security, parking, landscaping, cost estimating, construction management, building information modeling (BIM); a minimum LEED rating of Gold; environmental, national and local code compliance; historical context. GSA is seeking qualified firms for construction of a new Transmission Services Facility (TSF) Office Building utilizing a Construction Manager as Constructor (CMc) delivery method (termed as General Contractor/Construction Manager GC/CM in industry). GSA intends to award a Guaranteed Maximum Price (GMP) contract for construction services consisting of design phase services and including an option for the actual construction. Design Phase Services will include collaborative teaming with the selected A-E firm to conduct value engineering, constructability reviews and cost estimating. GSA intends to issue a Best Value RFP. Factors and sub-factors haven't been decided at this time. The estimated magnitude of construction for this project is between $35,000,000 and $65,000,000. The North American Industry Classification System Code (NAICS) is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $33.5 million. All interested parties are invited to submit a capabilities statement to include two (2) projects completed within the last six (6) years that are relevant to the work that will be required under this project. The minimum relevancy requirements are defined as projects with the following characteristics: (A) New Construction (B) Commercial Office Building (C) Minimum of 150,000 GSF (D) Project Cost greater than $30.0 Million (E) CMc Project Delivery / GMP Contract Type (F) LEED certification and use of energy efficient strategies and (G) Building Information Modeling experience. Please provide the following information: (1) Completed Exhibit 1 - Relevant Experience (2) Confirmation of $65.0 Million bonding capacity and (3) Evidence of Economic Status, i.e. certified 8(a), Hubzone, Service Disabled Veteran, Small Disadvantaged business or Small business.
