- Introduction: The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA seeks qualified vendors to provide technical support and services. This is a Sources Sought Technical Description to determine the availability and technical capability of small businesses to provide the required services. All Small Business Set-Aside categories will be considered. Please indicate in your response if you are a small business, 8(a) firm, HUBZone firm and/or SDVOSB firm. The contract will be mostly performed at China Lake, CA with a possibility of some travel if required. If a contract is awarded for this effort, the Government anticipates awarding one indefinite-delivery, indefinite quantity (IDIQ) task order type contract with a three year period of performance. The estimated total expenditure for this effort over three years is $50,000,000, although the actual amounts may be considerably lower. It is anticipated that most of the task orders will be cost plus fixed fee orders. However, contract type, duration and level of effort could change. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Program Background:Department of Defense (DoD) Directive 2000.19 dated 27 June 2005 established the Joint Improvised Explosive Device Defeat Organization (JIEDDO) which has the critical responsibility of managing DoD wide Counter Remote Control Improvised Explosive Device Electronic Warfare (CREW) system development and facilitating the introduction of emerging technologies that can be rapidly applied to the global fight against Improvised Explosive Device proliferation. The results of JIEDDO's efforts augment the Service's employment of CREW systems and collaboration amongst our Coalition partners' employment of their systems. The JIEDDO Test Board (JTB), under the provisions of DODD 2000.19, is formally tasked with coordinating all DoD CREW test resources and is the sole sponser of the CIED TPO. Required Capabilities: The contractor shall provide both technical and programmatic support for the CIED TPO program. The contractor shall be knowledgeable and experienced in both the technical and administrative aspects of the DoD's Acquisition cycle, and specifically JIEDDO's Rapid Acquisition program requirements, with a focus toward technology insertion using "best commercial practices" and the conditions and requirements of supporting RDT&E efforts in an austere environment. Work to be performed, required deliverables, and applicable governing documents shall be specifically described in task orders to be issued by the Contracting Officer and shall be within the parameters of one or more of the general tasks listed below. This work may be performed on assigned systems, subsystems, equipment and components, at austere remote government locations and other contractor facilities. These support services may be applicable to any life cycle phase (i.e., Concept Refinement, Technology Development, Production & Deployment, and Operations & Support). Critical to the TPO successfully fulfilling its assigned functions is; receiving and analyzing operator generated Requests For Information (RFI), obtaining and responding to Theater requests for product/system/threat information, information system requirements and set-up, management and support of fielded CREW systems, logistics and personnel/products/systems deployment support. The following paragraphs describe the technical task areas to be performed by the contractor. Also attached is a draft PWS, subject to change. The scope of this contract includes CIED specific technical support for the following areas: 1CIED Technology Development. Inclusive of requirements analysis; technology assessments relative to state-of-the-art CREW and other CIED solutions requiring rapid development and evaluation; project planning, execution and assessment; CIED systems engineering and integration; technical meeting support; technical specifications and process documentation development; risk analysis and technology transition planning and support. 2CIED Systems Performance and Compatibility Testing. Inclusive of RF T&E focused requirements analysis, CREW test asset configuration and characterization, tactical and non-tactical communications systems characterization and performance evaluations, CREW mission planning and operational assessments, CIED system specific systems engineering, test protocol development, test planning, test execution, test analysis and reporting, technical solution/product evaluation, technical specifications and process documentation, and risk analysis support. 3General Technical Services. Inclusive of technical writing and reporting, CIED systems safety, asset procurement and tracking, TPO process documentation and implementation support, and other related general technical support as required. 4CIED Systems and Facilities Management. Inclusive of TPO operations, safety, security, training, maintenance, accountability and asset tracking/inventory, and personnel productivity support. In order to assess capabilities, we are requesting the submission of white papers as follows: The paper should contain the title "CIED Support Services Sources Sought". The white paper shall be no longer than eight (8) pages and should include the following: (1) Information about your company to include: (a) Company Name and Address; (b) Company's point of contact name, phone, fax, and e-mail; (c) If a U.S. or foreign company; (d) Company Size (Small or Large according to the NAICS and size standard listed above); (e) any DCAA or DCMA points of contact; and (f) if you have an approved/satisfactory accounting system adequate for accumulation and billing costs for Cost Reimbursable Government contracts and when was the last review from DCAA done (if no review has been done, please disclose that). Under part (d) of this section specify if your company is or is not each of the following: (i) Small Business; (ii) Small Disadvantaged Business; (iii) HUBZone Small Business; (iv) Woman-Owned Small Business; (v) 8(a) Business; (vi) Veteran-Owned Small Business; (vii) Service-Disabled Veteran-Owned Small Business. (2) Discussion of services approach/strategy. Briefly discuss your technical approach to each of the four above service areas in the scope, limited to no more than one page per area; (3) Discussion of ability to respond to urgent requirements. Response time is critical as many of the services will be considered critical to the warfighter and requires short turnaround times; (4) Discussion of teaming approach/strategy. It is anticipated that successful performance may require teaming with other companies. Discuss your ideas regarding teaming to accomplish this requirement, including any past experience in teaming either as a prime or subcontractor; (5) Outline of relevant experience. Include an overview of previous projects and specific work previously performed or being performed in these service areas; (6) Additional relevant information. Provide any other specific or pertinent information that may pertain to this particular area of work that would enhance our consideration and evaluation of the information submitted. **Contractors should appropriately mark any data that is proprietary or has restricted data rights.** Special Requirements: Any resulting contract is anticipated to have a security classification level of Secret up to Top Secret for classified personnel. Eligibility: The applicable NAICS code for this requirement is 561210. The Product Service Code (PSC) is R405.
