- RECOVERY ACT - This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). This notice is released to announce the Bureau of Indian Affairs, Great Plains Regional Office, intent to award a firm-fixed price construction project. The Contractor shall furnish all plant, materials, labor, services, equipment and supervision to perform crack cleaning and sealing of existing surfacing, removal of dig-outs and patching of existing failure locations, prepararation of surface and chip sealing of existing surfacing, preparation of surface and paving for approach slabs, installation of guardrail system, installation, removal and reset of existing signs and object markers and striping of pavement markings on the existing roadways located on the Crow Creek Indian Reservation, Buffalo County, South Dakota. The Bureau of Indian Affairs, Great Plains Regional Office, requires a firm fixed-price construction contract, and the procurement method is Sealed Bid Procedures, FAR Part 14 and 26. The solicitation is set aside for Indian Owned and Operated firms only under the "Buy Indian Act" 25 USC 47. The estimated dollar value of this procurement is between $100,000 and $250,,000. The Period of Performance is 90 calendar days. Bidders are urged and expected to inspect the site where the work will be performed. The project is classified under NAICS Code 237310 and has a size standard of $33.5 Million. The solicitation is funded by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5; and the contractor shall comply with ARRA statue and all applicable laws, regulations, provisions, policies, procedures, and clauses, including but not limited to meeting the requirements of Sec. 1512 of the ARRA and other accountability and transparency conditions. Please note that this is only an announcement for an upcoming solicitation. There is no solicitation packet available at this time. Anticipated release for Invitation for Bid No. RA000110008 is February 18, 2010. Technical questions must be submitted ten (10) calendar days before the bid opening date. Interested Indian Owned and Operated firms are to submit a written request for the IFB package to Terri Cady, Fax No. 605-226-7363 or email terri.cady@bia.gov. Bid Bond of 20% is required with bid package. 100% Performance and Payment Bonds will be required after award.
