- Description
- NASA/JSC has a requirement for fire protective services to support NationalAeronautics and Space Administration's (NASA) Johnson Space Center (JSC). NASA/JSC intends to issue a Request for Proposal (RFP) to MEI Technologies, Inc. for anine month extension to contract NAS 9-03059. This extension will be structured as nine,1-month contract options. This extension will allow for the continuation of fireprotective services at NASA JSC from April 01, 2010 to December 31, 2010.The contracted effort encompasses Emergency Action Personnel and Emergency ActionResponses. These services entail emergency action response at JSC that include:first-aid, fire-fighting activities, rescue activities, and other activities as necessaryto limit injury, death, environmental, or property damage.The primary work areas for this contract are aerospace facilities at the NASA JohnsonSpace Center, Houston, Texas; and related operations at Ellington Field (EF), Houston,Texas; and Sonny Carter Training Facility (SCTF) Houston, Texas.The authorities cited permitting other than full and open competition are 10 U.S.C.2304(c)(1) and 41 U.S.C. 253(c)(1); only one responsible source and no other supplies orservices will satisfy agency requirements. The Government does not believe thatcompeting this effort at this time is in its best interest, as the period of performancefor this extension is only nine, 1-month options. The phase-in costs and time involvedin transitioning to a new contractor and establishing relationships with the variousaffected parties, for this short period, would far outweigh any cost savings achievedthrough competition.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. local timeon February 19, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
