Description
This synopsis provides notice of the Government’s intent to solicit a proposal on a sole source basis from CACI Systems, Inc. (CACI), 14370 Newbrook Drive, Chantilly, VA 20151-2218 for 384,000 manhours and associated Travel and Materials that will provide continued research, rapid design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, training and logistics support for Navy, Army, Air Force, Special Operations Forces, Joint Services, Federal Agencies, Counterdrug and other agencies Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and sub-systems. These systems are employed within user locations or platforms including shipboard, aircraft/airborne, weapon systems, on small crafts, boats, shelters or vehicles. The technical services are currently being performed by CACI under contract N00421-06-C-0074. This acquisition will result in the modification of existing CACI contract N00421-06-C-0074 by increasing the current Option IV estimated labor and cost ceiling through the establishment of a new CLIN set with a performance period of 16 April 2010 through 15 April 2011. This directed procurement is necessary as the current contract is scheduled to run out of contract ceiling by 15 April 2010, approximately six months early due to an increase in project requirements. The proposed additional level of effort is needed for continuing the numerous on-going projects currently being done under Contract N00421-06-C-0074 while the follow-on action is being competed. Awarding to any contractor other than CACI would result in unacceptable delays in completing or continuing tasks, such as the program requirements for Joint Worldwide Intelligence Communication Systems (JWICS), National Guard Bureau (MGB), Unified Command Suite (UCS), Marine Corp Central Command (MARCENT), Operation Enduring Freedom (OEF), United States Marshall Services (USMS) and Joint Mobile Intelligence Communication Systems (JMICS). These services are nonseverable as no other firm can provide the corporate capabilities, intergrated program support, technical expertise and resources needed to effectively meet the requirements of these programs. CACI is the only source available that can meet the requirements of the Statement of Work (SOW) in the short time period (one-year) between the exhaustion of the current Option Year IV ceiling under, Contract N00421-06-C-0074 estimated at 16 April 2010 and the follow-on contract due to be awarded 15 April 2011. Due to the on-going nature of the projects currently being done under Contract N00421-06-C-0074 and the need to continue these services without a break in work, CACI is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETIVE PROPOSALS. However, responsible interested parties may submit a capabilities statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 19 February 2010, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Theresa Newbold, Code 2.5.1.2.2.3, Telephone (301) 342-9921, FAX (301) 757-2276 or via email: theresa.newbold@navy.mil.
