- This is a notice of intent to sole source by the U.S. Food and Drug Administration (FDA). FDA intends to modify purchase order number HHSF2232008521P awarded on 09/02/2008 to Assured Information Systems, LTD in the amount of $686,413.26. The vendor is currently providing the Center of Veterinary Medicine (CVM), a software tool called PV-Works to support 12 primary and 6 secondary users. Due to increasing numbers of adverse events, FDA is seeking up to 60 additional licenses over the course of the next few years. PV-Works is the only known software that tracks extensive data regarding veterinary pharmaceuticals and Assured Information Systems, LTD is the only known vendor that can provide the additional licenses. The vendor is located at Colmorth Business Park, St Neots, Cambridgeshire, UK PE 19 8YH. In accordance with FAR 6.302-1 and 6.302-2-b (2) the Government is contemplating an award on a sole source basis for the following reasons: a) This requirement was previously publicized and competed on Federal Business Opportunities on 08/04/08, Combined Synopsis # FDA-SOL-08-1045418. No other vendors replied and it was determined at that time, Assured Information Systems, LTD was the only company capable of providing extensive data validation of veterinary pharmaceuticals as needed by the Center of Veterinary Medicine (CVM). b) There is a current legitimate need for additional PV-Works licenses and associated technical support. c) There would be detrimental consequences to CVM's ability to protect the public if the licenses are not acquired. The NAICS code is 541511. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to Assured Systems, LTD (USA) Inc. no less than 15 days after the date of this notice unless the Government determines.
