THE QUESTIONS AND ANSWERS, THE ATTENDEE LIST, AND THE NAVY ERP SLIDES FROM THIS EVENT ARE NOW POSTED AS ATTACHMENTS ON THE https://e-commerce.spawar.navy.mil WEB-SITE. ALL OTHER ATTACHMENTS SHOULD BE VIEWED ON the e- commerce WEB-SITE. This is an amendment/update to the RFI announcement that was posted 1- 21-10. The event details and registration information for the (Industry Day) and the (RFI) posting are below. (Industry Day) - The Department of the Navy (DoN) intends to host an Industry Day for the Navy Enterprise Resource Planning (Navy ERP) Program. The Navy ERP Industry Day Forums purpose is to have an open discussion with Industry on a proposed revised contracting strategy for Navy ERP Program support in the areas of: Systems Engineering & Project Management Support, Rolling Deployments, Hardware and Software Maintenance & Operations, and Functional Expertise and Helpdesk Operations. In preparation for the Industry Day, DoN will continue to make information available at the SPAWAR e-commerce web-site at: https://e- commerce.spawar.navy.mil. The information provided is for Information Purposes Only and is not a commitment by the Government. The information does not constitute as a Request for Proposal, Invitation for Bid, or Request for Quotation, and is not a commitment by the Government to enter into a contract. The DoN expects to post various types of information under this synopsis to provide industry information about the DoN Navy ERP environment and upcoming opportunities. No solicitations are currently available; any releases will be announced on www.FedBizOpps.gov. and https://e- commerce.spawar.navy.mil. It is the potential offerors responsibility to monitor these sites for the release of any solicitation. Navy ERP Industry Day will be held on Monday, February 1, 2010 at the Sheraton, Annapolis, MD located at 173 Jennifer Road, Annapolis, MD 21401. Check-in will be from 0800 to 0830. Briefings will begin promptly at 0830. The following information is provided: a) The Industry Day is open to all contractor, media and government personnel who have registered for the event and received a registration confirmation. All interested parties must register via email to maria.kayser@navy.mil. b) Registration will be open from 0930 January 27 through the day of the event or until the number of registrants reaches 300 people, whichever is sooner. c) Each contractor or government organization will be limited to 3 registrants on a first come basis. d) If 300 people have not registered by 1700 January 29, 2010, registration for the event will remain open. At that time, registration will be extended for those contractors or government organizations wishing to register additional attendees not to exceed 10 total people per organization. e) Registration will be verified prior to entrance. Due to seating capacity restrictions, each contractor and government organization will be limited to the total number of their confirmed registrations. f) Walk-ins will be allowed to register if seats are available, on a first come basis starting at 0800 on the day of the event. g) Industry Day will include short question and answer periods for each of the efforts identified in the RFI. Point of Contact: Maria Kayser, Navy ERP Contracts Team Lead, maria.kayser@navy.mil (RFI) -The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS) and the Navy Enterprise Resource Planning (Navy ERP) Program Office (PMW 220), is seeking sources to provide services in support of Navy ERP as shown in the attachments. The attachments explain the structure of the Navy ERP program, as well as providing information on requirements that the program anticipates soliciting. Successful offerors must maintain facility and personnel security clearances at the Secret level. The Government is interested in your comments concerning our requirements, as well as any advice you may have that will help us develop the best possible solicitations. This announcement will also help determine if sufficient qualified small business sources exist for a small business set aside. Interested small business sources must respond to this announcement and provide the following information in a cover letter: (1) information about their business size status (i.e., small, small disadvantaged, woman-owned small, etc.); and (2) a statement that they have the capacity to comply with FAR clause 52.219-14 Limitations on Subcontracting. In addition to the cover letter, the Government has provided a list of questions that respondents are encouraged to answer in their submissions. Please answer the questions in section 4.0 as well as your choice of any one or more of sections 4.1 through 4.4 (depending on your companys interest). Please note that each submission for a section shall not exceed 10 pages. The deadline for the submission of all information is 8 February 2010 at 10:00 AM EST. A determination as to whether this procurement will be set aside for small business concerns or competed on an unrestricted basis is anticipated to be based upon responses to this announcement. SPAWAR reserves the right to not consider submissions that do not comply with the instructions of this announcement. Please submit your packages via electronic transmission to the SPAWAR E- Commerce Central website (https://e- commerce.spawar.navy.mil). The submission will be done through the subject Market Survey by clicking on the link entitled Submit Company Info and following the instructions. An e-commerce account is required prior to submitting a package. First time users are encouraged to review the link entitled Read Me First! In addition, first time users are encouraged to click on the link entitled Submitting a Proposal? and then scroll down and review the section entitled Submitting a Market Survey Response. Submission of proprietary information is discouraged, and any such submission should be limited to the absolute minimum necessary. All proprietary information that is submitted must be segregated from non-proprietary information, and ANY PROPRIETARY INFORMATION MUST BE CLEARLY MARKED. Review of responses by the Navy ERP program may include access by support contractors such as J.L. Herren & Associates and Computer Sciences Corporation. The contracts with each company include appropriate organizational conflict of interest and nondisclosure obligations, but any concerns relative to review by these companies must be raised to the Contracting Officer prior to submitting any information. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely to serve as a market survey for information and planning purposes. The results of this RFI will be used to assess the market and inform our acquisition strategy. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, SPAWAR is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Submissions will not be returned. Small Businesses having the capabilities to perform the requirements in the attachment are encouraged to reply to this RFI. Failure to respond to this RFI does not preclude participation in any future RFP, if issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. The information provided in this RFI is subject to change and is not binding on the Government.
