Market Research Input EMC Program Support Activities Request For Information (RFI) Emergency Management Program Activities for the U.S. Department of Labor (DOL) Emergency Management Program Activities consisting of eight (8) specific task areas in support of the Department of Labor (DOL) Emergency Management Center (EMC), under the Office of the Assistant Secretary for Administration and Management (OASAM), Washington, District of Columbia. All contract personnel shall be designated at the task order level as Key Personnel. All contract personnel will require a top secret security clearance. DESCRIPTION The purpose of this Statement of Work is to acquire Emergency Management Program Activities consisting of eight (8) specific task areas in support of the Department of Labor (DOL) Emergency Management Center (EMC) mission, under the Office of Assistant Secretary for Administration and Management (OASAM), Washington, District of Columbia. All contract personnel shall be designated at the task order level as "Key Personnel." The contractor shall provide a reliable service that allows use of a single point of contact for all its Emergency Management Program Activities support needs with sufficient capacity and capability to provide emergency management planning support and expertise to all DOL organizations throughout the contiguous United States, Alaska, and Hawaii. The Government intends to utilize a multi-year Labor Hour and/or Fixed Price Indefinite Delivery Requirements (ID / Rqts) contract to award task orders with a one (1) year period of performance. The Contractor will be selected and a fixed price or labor hour task orders will be awarded based on the Government's requirements (i.e., type of service provided), the contractors' workload and its ability to perform the work within the required time, and geographic location. Award of individual task orders will be made based upon the Government's needs in accordance with the attached statement of work and the contractor's capacity or ability to perform the current requirement. REQUESTED INFORMATION DOL appreciates responses from all capable and qualified sources to include but not limited to SMALL BUSINESS activities. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. The North American Industry Classification System (NAICS) code for this request are 541611 - Administrative Management and General Management Consulting Services and or 541990 - All Other Professional, Scientific, and Technical Services. The small business size is $25 million. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. To ensure that all technically relevant aspects of the RFI are fully addressed, technologies and capabilities should target the following criterion: 1.. Technical Capability and Approach : Submissions must provide evidence of technical expertise and capability to perform in accordance with the Statement of Work (SOW) services support requirements. 2.. Novel Approach (if applicable): Of particular interest are novel, revolutionary approaches to the emergency management / continuity function which are efficient and effective and meet federal guidelines and requirements. 3. Limitations : Submissions should address any barriers as well as any potential limitations (fundamental, technological, or practical) of the approach. An analysis of any limiting factors should be highlighted. 4.. Related Work and Previous Experience : Examples of current and previous work that provide evidence of the technical capability should be included if applicable. Submissions should clearly indicate how the proposed approach radically shifts the traditional paradigms of emergency management planning and preparation. INSTRUCTIONS TO RESPONDERS Respondents to this RFI are encouraged to be as succinct as possible, while also providing actionable insight. Please complete the document in Attachment 1, Market Research for DOL E-Procurement Capabilities. Please indicate whether your existing product(s) meet the capabilities listed in the attachment by filling in the appropriate response. In the "Meet - Yes/No" column, fill in with a "yes" if your system currently includes the capability for that function and "no" if your system does not have the capability. On page thirty two (32) of the attachment, please provide your input for the following: a) Cost Estimates b) Other Functionalities not listed in this RFI Then, provide a brief "Overall Narrative of how your proposed solution meets DOL's Emergency Management Program Activities requirements". Please list all federal agencies that are currently using your products. Responses to this (RFI) shall not exceed the pages with the attachment plus ten ( 10) pages; must be viewable with Microsoft Word 2003, and printable on "8.5 x 11" paper. Responses must use twelve (12) point font. The margins of each page should be at least ½ inch, and each page should contain a page number. This (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or the Government's use of such information. Sources responding to this Sources Sought should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement evolve, no basis for claims against the Government shall arise as a result of a response to this Request For Information or the Government's use of such information as either a part of our evaluation process or in developing specifications for any subsequent requirement. All submissions must be electronic, adhere to the content formatting described below and use one of the following file formats: Adobe PDF or Microsoft Word. Responses should be identified with DOL110RI20897, and are due via e-mail no later than 1:00 P.M. (EST) on Friday, February 26, 2010. Submission is voluntary and is not required to propose to a subsequent solicitation (if any) on this topic. NO CLASSIFIED INFORMATION SHOULD BE INCLUDED IN THE RFI RESPONSE. It is the submitter's responsibility to clearly define to the Government what is considered proprietary data. Any proprietary information should be clearly labeled as "proprietary". All interested parties must submit their responses via email to: kippins.gene@dol.gov and stevens.william@dol.gov. Questions regarding this RFI will NOT be entertained at this time. Telephone calls regarding this RFI will not be accepted. The Government reserves the right to compete any acquisition resulting from this survey among small businesses or to make an award to an 8(a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time.
